The People’s Business – October 5, 2022 

After a historic beginning of the week, councilmembers hold two committee meetings on Thursday.  PS & LN will hear a report from the Office of the City Auditor on the use body-worn cameras by San Diego Police Department officers. The ED & IR Committee will consider an agreement for the Lyceum Theater Renovation Project.

Life TechItem 1 - Authorization to Enter into a Five-Year Agreement with Life Technologies Corporation for Materials and Post-warranty Instrument Maintenance – The San Diego Police Department (SDPD) Crime Laboratory’s Forensic Biology Unit is responsible for performing DNA analysis on samples associated with police investigations. DNA testing results can be a critical piece of evidentiary information in the investigation of crimes. This item would approve an ordinance authorizing the an agreement with Life Technologies Corporation for materials and post-warranty instrument maintenance for a total term of five years in an amount not to exceed $2,795,000.

 

Item 2 - Authorization to Enter into a Five-Year Contract with MYF Holdings, LLC, dba Crownair Aviation for Jet A Turbine fuel for the Police and Fire-Rescue Departments Air Support Units (ITB 10089895-23-B) – This action requests authorization to execute a five year contract with MYF Holdings, LLC, dba Crownair Aviation, in an amount not to exceed $4,972,452, to provide Jet A turbine fuel to the Police and the Fire-Rescue Departments Air Support units.

Item 3 - Performance Audit of San Diego Police Department’s (SDPD) Use of Body Cameras and Management of Body Camera Videos – The Office of the City Auditor conducted a performance audit of the San Diego Police Department’s (SDPD) use of body cameras and management of body camera videos. The City Auditor made seven recommendations to improve officer compliance with SDPD’s body camera policy and increase transparency in the requirements and timelines of the release of body camera video.

 

 

Item 4 – Opportunity Fund Policy Development – This item provides an update on the efforts of the Parks and Recreation Department to develop a policy to manage the new Opportunity Fund that was approved by City Council on February 14, 2022. The Opportunity Fund was established as a mechanism to increase recreation opportunities in communities of concern as identified in the Climate Equity Index. As part of the establishing the Opportunity Fund, City Council requested a formal policy be developed with community input.

 

Item 5 – Citywide DIF Project Allocations – On August 13, 2021, City Council adopted a new Citywide Park Development Impact Fee (DIF). As part of the deliberation, Council requested staff prepare a methodology to prioritize the use of the citywide funds. The purpose of the report is to update the Council Committee and request their input on staff’s efforts to develop selection criteria and a community outreach process to recommend DIF allocations to park CIP projects

 

SD HumaneItem 6 – Animal Services Contract with the San Diego Humane Society Update – The report will provide a brief history of the City’s partnership and contract performance update for the San Diego Humane Society. The City will soon be entering into negotiations for the second iteration of a contract as the City’s current agreement approaches its termination date.

Lyceum TheatreItem 1 - Compensation Agreement with Civic San Diego for the construction of the Lyceum Theatre Renovation Project in the Downtown Community Plan Area – The Lyceum Theatre (“Theatre”) is composed of two distinct theaters – a 550-seat main stage theater and a 250-seat “black box” space theater, two lobbies, restrooms, concession areas, common areas and a multi-use open stage. This item would authorize the execution of a Compensation Agreement between the City and Civic San Diego for the construction and delivery of the Lyceum Theatre Renovation Project.

 

Item 2 – 2022 State Affairs Update – Government Affairs staff and representatives from the City’s state legislative consulting firm will provide an update of state legislative issues and City advocacy objectives. This will include a summary and status of budget and legislative priorities pursued by the City of San Diego, legislation of relevance to the City of San Diego and other local governments, as well as the state budget.

 

Item 3 – Fall 2022 Federal Affairs Update – Representatives from the City’s federal legislative consulting firm will provide a federal update that will focus on appropriations, legislative issues, legislative implementation, and progress on the City’s advocacy objectives.
