The People’s Business – October 7, 2022

Councilmembers will consider items on public safety and the environment in Monday Council Meeting. They will hear the City Auditors report on body camera usage by police officers and consider a response to a grand jury report on Smart Streetlights. Councilmembers will also consider new zero emissions building and operations policy for the City.

Item S400 - Performance Audit of San Diego Police Department’s (SDPD) Use of Body Cameras and Management of Body Camera Videos - The Office of the City Auditor conducted a performance audit of the San Diego Police Department’s (SDPD) use of body cameras and management of body camera videos. The City Auditor made seven recommendations to improve officer compliance with SDPD’s body camera policy and increase transparency in the requirements and timelines of the release of body camera video.

 

 

Item 200 - Amendments to Non-Exclusive Solid Waste Collection Franchise Agreements – This action authorizes amendments to the Non-Exclusive Solid Waste Management Franchise Agreements for solid waste collection services provided in the City by private franchised haulers to include organic waste collection services and other requirements in accordance with State law (Senate Bill 1383), and to update other relevant sections of the Agreement.

 

Streetlight SurveillanceItem 201 - Proposed Response to Grand Jury Report: "Smart Streetlights: Wasted Investments – On June 23, 2022 the San Diego County Grand Jury filed a report, titled “Smart Streetlights: Wasted Investments.” This report focuses on the City’s purchase of Smart Streetlight technology, its use by the San Diego Police Department for public safety purposes, and related privacy issues.  The referenced Grand Jury report includes six findings and five recommendations, of which two of the recommendations are directed to the Mayor and three recommendations are directed to the City Council. The proposed joint Mayoral and Council response covers these findings and recommendations. The City’s response is due to the Presiding Judge of the San Diego Superior Court by November 23, 2022.

 

Solar PanelsItem 202 - New Zero Emission Municipal Building and Operations Policy and Revisions to the Existing Sustainable Building Policy – This item would adopt the Zero Emissions Municipal Buildings and Operations Policy (ZEMBOP).  It was developed in response to zero emissions targets established in the updated Climate Action Plan. The policy implements measure 1.3 Decarbonize City Facilities and measure 2.2 Increase Municipal Zero Emission Vehicles as outlined and detailed in the CAP. The CAP update calls for the entire city to reach net zero emissions by 2035. ZEMBOP establishes an implementing framework to ensure the City leads by example in decarbonizing the municipal building sector and transitioning to a zero emissions fleet.
