The People’s Business – September 14, 2022  

Three committee meetings help us wind up an action-packed week of meetings. The Budget Committee will look at scheduling some new Budget Development and Key dates for the coming fiscal year.  ATI will consider a Memorandum of Understanding for the Fenton Parkway Bridge in Mission Valley. The Environment Committee will consider awarding a for a Public Power Feasibility Study consultant contract.

Budget and Government Efficiency Committee Meeting – September 14, 2022 – 9 a.m.

Budget Committee Meeting Agenda

 

Item 1 – Bentley Systems Contract Extension - This action is to authorize the approval and execution of a two year Sole Source contract extension of a five year contract between the City of San Diego and Bentley Systems, Incorporated for Computer Aided Drafting application services which is utilized citywide in implementing the City’s the Capital Improvements Program.

 

Item 2 - Resolution to authorize persons to submit public liability claims to City in electronic form under California Government Code section 915 – Risk Management seeks City Council approval of a resolution under California Government Code section 915 to authorize persons to submit public liability claims to the City in electronic form via a web-based portal. This resolution would also authorize persons to amend existing public liability claims and submit an application to present a late claim in electronic format, such as via email. This resolution offers persons additional methods of electronically presenting claims-related documents to the City while retaining the existing methods of service in paper form by personal delivery and via U.S. Mail.

 

Item 3 - A Resolution Approving the Award of Contract #10089860-22-S to Koff and Associates, a Gallagher Company, for Total Compensation Surveys - This item approves the award of Contract #10089860-22-S to Koff and Associates, for Total Compensation Surveys in an amount not to exceed $550,000 for a period of two years, with three one-year options to extend.  The Company would prepare and update Total Compensation Surveys and provide as-needed supplemental reports for purposes of Memorandum of Understanding negotiations with the six Recognized Employee Organizations in the next two to five years.

 

Item 4 - FY 2024 Budget Development and FY 2023 Budget Monitoring Key Dates – The draft FY 2024 Budget Development and FY 2023 Budget Monitoring calendar  include planned release dates of budget-related reports for both the operating and Capital Improvements Program budgets, and their corresponding presentations to Council committees and to the full City Council. This item would review and approve the calendar and forward it to the City Council for consideration.

Item 1 - Accept an in-lieu fee of $150,000 from Airway Logistics Owner, LLC to satisfy a condition under Project Number 665589, Site Development Permit No. 2430528 - This action requests authority to accept an amount of $150,000.00 from Airway Logistics Owner, LLC in[1]lieu of having the company pave a temporary lane improvement on La Media Road which is a condition of Project Number 665589, Site Development Permit No. 2430528, and increase the Capital Improvement Program, CIP S-15018, La Media Rd Improvements by the same amount.

 

BarnesItem 2 - Contribution Agreements with Youth Tennis San Diego and Ed Brown Senior Center to implement California Natural Resources Agency grants awarded to City - Request approval to authorize the Mayor or his designee to enter into two Contribution Agreements with Youth Tennis San Diego (YTSD) and Ed Brown Senior Center (EBC) for Local Assistance Specified Grant Program allocations from the California Natural Resources Agency. Also requesting authorization for Chief Financial Officer to add RD22003 Ed Brown Center Improvements, RD22005 Billie Jean King Tennis Center Improvements, and S22007 Casa Del Prado Reconstruction to the Capital Improvements Program.

 

Item 3 - Construction Contract Extension (K-17-1191-DBB-3) with Newest Construction, Inc for the Construction of La Jolla Country Club Reservoir & Pump Station & Sole Source Agreement Amendment for Harris & Associates in Support of the La Jolla Country Club Reservoir & Pump Station Project  - This request is for the extension of the obligations under Construction Contract (K-17-1191-DBB-3) with Newest Construction, Inc, for two years, until October 12, 2024 for the remaining construction of La Jolla Country Club Reservoir and Pump Station; and, is to authorize to execute a Second Amendment to the Original Sole Source Agreement with Harris and Associates to extend the contract time by two years until June 30, 2024 for current ongoing professional design and construction support services for the La Jolla Country Club Reservoir & Pump Station Project.

 

Item 4 - First Amendment to Agreements with Dokken Engineering, Parsons Transportation Group, Rick Engineering, Nasland Engineering and Psomas - This Council action authorizes a First Amendment to each of the five (5) individual Agreements below for As-Needed Civil Engineering services contracts to increase the maximum duration of the contracts:

OB PierItem 5 - Third Amendment to the Original Sole Source Agreement (H166798) with Moffatt & Nichol for additional consultant services necessary during the design and construction for the OB Pier Improvements project – This requested action is to authorize the execution of the Third Amendment to the Original Sole Source Agreement with Moffatt & Nichol for additional consultant services necessary during the design and construction for the OB Pier Replacement project in an amount not to exceed $8,184,570.00 and to extend the contract from June 30, 2019 to December 30, 2028.

 

Fenton Pkwy BridgeItem 6 - Approval of a Memorandum of Understanding Regarding the Design, Environmental Review, Permitting, and Potential Construction of the Fenton Parkway Bridge – The Mission Valley Community Plan reaffirms the necessity of extending Fenton Parkway over the San Diego River to Camino Del Rio North to improve long-term local and regional circulation.  City staff and California State University, acting on behalf of San Diego State University, have negotiated a Memorandum of Understanding regarding the Fenton Parkway Bridge pursuant to the terms of the Purchase and Sale Agreement for the San Diego State University Mission Valley Campus Master Plan located in the Mission Valley Community Planning area of the City. This item would adopt a resolution determining the Memorandum of Understanding is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines section 15262.

 

Item 7 - Awarding a contract to Sillman Wright Architects (SILLMAN) for professional design and construction support services for the Public Utilities Department, Environmental Monitoring and Technical Services Naval Training Center (NTC) Laboratory Remodel and NTC Lab Solar Implementation Project (H2125840) – request approval of an Ordinance to award a contract to Sillman Wright Architects (SILLMAN) for professional design and construction support services for the Public Utilities Department, Environmental Monitoring and Technical Services NTC Laboratory Remodel and NTC Lab Solar Implementation Project.

 

Item 8 - Authorize the use of City Force Work over $100,000 for two new Corrugated Metal Pipe (CMP) Capital Improvement Program (CIP) projects and expend CIP Budget, CIP ACA00001, Flood Resilience Infrastructure funds not to exceed $2,146,880; and authorize the transfer of $3,750,000 in CIP Budget from ACC00001, Stormwater Green Infrastructure to ACA00001, Flood Resilience Infrastructure to fund the immediate needs of B22067 914 Santa Clara PI Pump Station N SD Emergency Project

 

Dennery Ranch Park renderingItem 9 - First Amendment to the Amended and Restated Park Development and Reimbursement Agreement between the City of San Diego and Tri Pointe Homes IE-SD, Inc. for Project No. P-2 Dennery Ranch Neighborhood Park in the Otay Mesa community – This is a Council Action to execute the First Amendment to the Amended and Restated Park Development and Reimbursement Agreement for Project No. P-2 Dennery Ranch Neighborhood Park in the Otay Mesa Community. The project proposes the completion of the 9-usable acre Neighborhood Park in the Otay Mesa Community.

Environment Committee Meeting – September 15, 2022 – 1 p.m.

Item 1 - Agreement with CDM Smith Inc. for preparation of the Public Utilities Department Integrated Master Plan (H2125885) – This action is to request approval to execute a thirty-two (32) month agreement with CDM Smith Inc. for professional planning services related to the Public Utilities Department Integrated Master Plan in the amount not to exceed $3,781,567. This Integrated Master Plan is for the entire Public Utilities Department (PUD) and all their collective assets including raw water, potable water, wastewater, Pure Water, and recycled water through the 2050 planning horizon.

 

Power LinesItem 2 - Public Power Feasibility Study Consultant Contract Award to NewGen Strategies & Solutions LLC – This is a three-year contract with the option of two one-year extension with a not-to-exceed value of $3 million for the award of the Public Power Feasibility Study technical support contract to NewGen Strategies & Solutions LLC. Under the direction of the Sustainability and Mobility Department, and in coordination with other departments as appropriate, NewGen will provide feasibility study reports to the Mayor’s Office and City Council on the process, costs, risks, and opportunities that would be associated with transitioning from the current electric and/or gas franchise agreements with San Diego Gas & Electric to a public power entity.

 

Item 3 - Habitat Conservation Planning: Multiple Species Conservation Program (MSCP) 2021 Annual Report – The City of San Diego is the lead agency in the development of the MSCP, having adopted the City's MSCP Subarea Plan in March 1997. The MSCP is a comprehensive habitat conservation planning program which addresses multiple species habitat needs and the preservation of natural communities for an approximate 900 square mile area in southwestern San Diego County. The 2021 MSCP Annual Report details progress towards the original conservation goal of 52,727 acres to be preserved within the MHPA prior to expiration of the City’s MSCP permit in 2047.
