The People’s Business – September 16, 2022
The City Council will convene a Special Meeting on Homelessness. Items include a presentation from the U.S. Interagency Council on Homelessness on policies, best practices and maximizing federal funding. Councilmembers acting as the Housing Authority will also consider approval of a new Multidisciplinary Outreach Program to serve some those with some of the most challenging mental health issues.

Item 600 - Community Action Plan on Homelessness Update – The Community Action Plan is a comprehensive, 10-year plan that builds on recent progress, lays out short-term achievable goals and serves as a guide for long-term success in addressing homelessness. This presentation will provide an overview of the implementation structure and metrics collected to monitor and track progress toward meeting the Community Action Plan goals and provide updates on current progress.
Item 601 - Homelessness Strategies and Solutions Department Fiscal Year Updates - The purpose of the Homelessness Strategies and Solutions Department update is to share the department’s progress in key program areas and also share funding highlights. This update includes a five-year funding forecast as well as strategies to advance cost-effective programming.
Item 602 - Regional Task Force on Homelessness Continuum of Care Advisory Board Ad Hoc Committee on Addressing Homelessness Among Black San Diegans Updates – The San Diego Regional Task Force on Homelessness (RTFH) will provide a presentation on the work of the Continuum of Care (CoC) Board’s Ad Hoc Committee to Address Homelessness Among Black San Diegans. The presentation will provide an overview on RTFH’s racial disparity reports, the establishment and purpose of the committee, and the recent report and recommendations adopted by the CoC Board.
Item 604 - United States Interagency Council on Homelessness (USICH) Recommendations on Policies, Best Practices, and Maintaining and Maximizing Federal Funding – United States Interagency Council on Homelessness (USICH) is the only federal agency with a sole mission focused on preventing and ending homelessness in America and consists of 19 federal agencies that help create and catalyze implementation of the Federal Strategic Plan to Prevent and End Homelessness. In partnership with the Regional Task Force on Homelessness, representatives of the USICH will present on policies and best practices to address homelessness, especially as they relate to maintaining and maximizing federal funding.

Item 605 - Approval to Accept Round 1 of State of California Family Homelessness Challenge Grant Funds – In March 2022, the California Interagency Council on Homelessness released a Request for Applications for the Family Homelessness Challenge Grant, Round 1. The City of San Diego’s Homelessness Strategies and Solutions Department (HSSD) applied in April and was awarded the full request of $441,151.13 on June 27, 2022.
HA 1 - Approval of the Agreement between the San Diego Housing Commission and People Assisting the Homeless to Operate the City of San Diego Multidisciplinary Outreach Program - This item would approve an operating agreement with People Assisting the Homeless (PATH) in the amount of $632,013 (which includes $7,263 in one-time startup expenses) for an initial nine-month term from October 1, 2022, through June 30, 2023, with two one-year options for renewal, contingent on the City of San Diego making funds available for that purpose in its annual fiscal year budgeting process, for the City of San Diego Multidisciplinary Outreach Program. The funding sources for the initial operating term will consist of City of San Diego General Fund and Homeless Housing, Assistance, and Prevention Program funds from the Regional Task Force on Homelessness. The Program will be operated by PATH, which will collaborate and subcontract with Father Joe’s Villages (FJV) for the healthcare component. The program utilizes an integrated multidisciplinary team that will include a nurse practitioner, four clinical outreach specialists, a medical
assistant/outreach worker, two peer support specialists, and a part-time substance abuse counselor. FJV will also leverage support from several members from its Street Health Team and Village Health Clinic to increase access to services. These include access to FJV’s psychiatric nurse practitioner and clinical psychologist and other healthcare professionals. The Program will address existing gaps in the system by deploying a multidisciplinary outreach team to work directly with those hardest to serve.
