Consent Items 

11 items fill the Consent Agenda including appointments to the City’s Human Relations Commission, SDCERS Board of Administration and Ethics Commission. Councilmembers will also consider declaring a continued State of Emergency from the release of sewage from Tijuana. 

 

Proclamations 

Item 30 - San Diego Hunger Awareness Month aims to make people aware of the individuals and families in San Diego County who face food insecurity including working-poor families, low-income military families, fixed-income seniors, the unhoused, and children living in poverty. 

 

Item 31 - Facioscapulohumeral Muscular Dystrophy Month raises awareness about one of the three most common of all muscular dystrophies that affect at least one million people worldwide, a devastating muscle-wasting disease that slowly robs its patients of the ability to perform everyday activities. 

 

Item 32 - Asian Mid-Autumn Festival Day celebrates the festival which has been celebrated by Asian cultures for over 2,000 years and the event in City Heights which will mark the event. 

 

Item 33 - Clean Air Day recognizes the importance of clean air and encourages clean mobility and energy to meet our Climate Action Plan goals. 

 

Item 34 - Archives Month honors the City Clerk’s Office and their commitment to preserving our legal and historical public records and making them accessible to the public. 

 

Item 35 - Kevin Sim Day congratulates the University of San Diego baseball player who was drafted by the Arizona Diamondbacks. 

 

Item 500 - Sierra Club San Diego 75th Anniversary Day recognizes the organization, its staff, and volunteers for their commitment to preserving the natural beauty of San Diego. 

 

Item S501 - PAESAN Day celebrates Police and Emergency Services Appreciation Night hosted by the Pacific Beach Town Council. 

 

Item S502 - Freedom to Read Day honors National Banned Books Week and supports the freedom to read by highlighting current and historic attempts to censor books in libraries in schools.

Item S503 - City of San Diego Affordable Housing Fund Fiscal Year 2023 Annual Report  

The City of San Diego Affordable Housing Fund Fiscal Year (FY) 2023 Annual Report covers the period of July 1, 2022, through June 30, 2023, which reflects the Fiscal Year of the City of San Diego and the San Diego Housing Commission. It is issued following the end of the Fiscal Year and includes unaudited data. The report includes:  

 

• Revenue collections and investments 




• Performance in meeting the goals of the previous year’s Affordable Housing Fund Annual Plan  




• Information regarding the number and types of units assisted  




• Rents and sales prices of units assisted 




• The amount of other funds leveraged 

 

 

Item 330 - Proposed Response to Grand Jury Report: "Governance of San Diego Bay and Its Tidal Lands and Regions  

This item would approve and adopt the proposed response to the 2022/2023 San Diego County Grand Jury report titled “Governance of San Diego Bay and Its Tidal Lands and Regions” which was filed on June 7, 2023. The response was prepared by the Independent Budget Analyst.

Tema 34 - Mes de los Archivos honra a la Oficina del Secretario de la Ciudad y su compromiso de preservar nuestros registros públicos legales e históricos y hacerlos accesibles al público. 

 

Tema 35 - Día de Kevin Sim felicita al jugador de béisbol de la Universidad de San Diego que fue reclutado por los Arizona Diamondbacks. 

 

Tema 500 - Día del 75º Aniversario del Sierra Club San Diego reconoce a la organización, su personal y voluntarios por su compromiso con la preservación de la belleza natural de San Diego.

La respuesta fue preparada por el analista presupuestario independiente.
