The People’s Business –June 6, 2022

We return from the legislative recess with two committee meetings.  The PS & LN Committee will discuss approval of a Homeless Housing and Prevention Grant and analysis of data from Get It Done.  The Rules Committee will consider sending two initiatives to the City Council for consideration on the November Ballot: Amendments to the People’s Ordinance and excluding the Midway area from the 30-foot height limit.

Joint Use


Item 1 - Approval of the Joint Use Agreements between the City and SDUSD for Adams Elementary, Challenger Middle, Mission Bay High, Normal Heights Elementary, Roosevelt Middle, and Taft Middle Schools - The action being considered will approve or renew 25-year Joint Use Agreements between the City and the District for joint-use facilities.


 


 


Item 2 - Non-Profit Agreement with Downtown San Diego Partnership for the Family Reunification Program – This item would authorize a non-profit agreement with Downtown San Diego Partnership for the operating period of July 1, 2022, through June 30, 2023 to provide homelessness prevention and shelter diversion services to persons experiencing homelessness in the City of San Diego. The City has funded the Downtown San Diego Partnership’s Family Reunification Program since 2020, initially through the State of California Homeless Emergency Aid Program grant and then under the second round of Homeless Housing, Assistance, and Prevention Grant.


 


Bridge SheltersItem 3 - State of California Homeless Housing, Assistance, and Prevention Grant Round 3 (HHAP-3) – Homeless Housing, Assistance, and Prevention Round 3 is a State of California block grant available for large cities, counties, and Continuums of Care throughout California. The grant is intended to support local jurisdictions in their unified regional response to reduce and end homelessness. The City has received previous HHAP.  For the third round, the State has awarded the City of San Diego a total of $27,480,939.20

Waste CollectionItem 1 - Further consideration of a ballot measure for the November 2022 Election to amend San Diego Municipal Code Section 66.0127 regarding collection, transport, and disposal or recycling of refuse – This item continues discussion on the proposed measure. The Rules Committee will consider forwarding this proposed measure to the full Council for consideration for placement on the November 2022 ballot and direct the City's Management Team for labor relations to engage in the meet and confer process on mandatory subjects of bargaining under the Meyers-Milias Brown Act that are related to the proposed measure.


 


Sports ArenaItem 2 - Further consideration of a ballot measure proposed by Councilmember Chris Cate regarding an Amendment to San Diego Municipal Code 132.0505 Coastal height Limit – This action seeks Council approval of an ordinance to place a measure on the November 2022 Statewide ballot that would amend People’s Ordinance O-10960 (New Series) and San Diego Municipal Code Section 132.0505 to exclude only the Midway-Pacific Highway Community Plan Area from the 30-foot height limit on buildings in the Coastal Zone, as defined in Ordinance O-10960.


 


Item 3 - Further Consideration of a Ballot Measure Proposed by Councilmember Chris Cate To Amend Article V, Section 55 of the Charter To Authorize Childcare on Dedicated Park Property – This item continues discussion on the proposed measure.  The Rules Committee will consider forwarding this proposed measure to the full Council for consideration for placement on the November 2022 ballot.


 


SDCCItem 4 - Restructuring Positions within the Council Administration Department - This item is in response to the Council Administration Department’s budget presentation at the May 10, 2022, Budget Review Committee meeting. During this presentation, Councilmembers were interested in options to restructure and streamline the Department to make it operate more efficiently.
