Item 200 - Resolution Authorizing Application for and Receipt of Prohousing Incentive Pilot (PIP) Program Funds – The PIP Program is a new investment the State of California is making to reward jurisdictions at the forefront in addressing California’s housing crisis with additional funding to accelerate affordable housing production and preservation. This item would authorize the City of San Diego to apply for and receive PIP Funds from California Department of Housing & Community Development. If the Department approves the City’s application for PIP Program funds, the City would enter a Standard Agreement for the amount of $5,000,000 to be used for housing development, acquisition and rehabilitation of affordable housing and other housing uses.
Item 201 - Appeal of the Historical Designation of the Charles and Mary Schaeffer Residence and the Fred Bushman Building (HRB #1412) Located at 820 West University Avenue and 3951-3957 Goldfinch Street – This item is an appeal of the Historical Resources Board’s March 25, 2021, historical resource designation of the Charles and Mary Schaeffer Residence located at 820 West University Avenue in the Uptown Community. Councilmembers can also grant the appeal and modify or reverse the designation.

Punto 200 - Resolución que autorizaría la solicitud y recepción de fondos del Programa Piloto de Incentivas Provivienda (Prohousing Incentive Pilot, PIP; en inglés) - El Programa PIP es una nueva inversión que el estado de California está haciendo para recompensar jurisdicciones a la vanguardia en abordar la crisis de vivienda en el estado. Estos fondos adicionales serían para acelerar la producción y preservación de viviendas asequibles.
Este punto autorizaría a la Ciudad de San Diego a solicitar y recibir fondos PIP del Departamento de Vivienda y Desarrollo Comunitario de California (California Department of Housing & Community Development, en inglés). Si el departamento aprueba esta solicitud de fondos, la ciudad firmaría un Acuerdo Estándar (Standard Agreement, en inglés) por un monto de 5 millones de dólares que se utilizará para el desarrollo de viviendas, adquisición y rehabilitación de viviendas asequibles y otros usos de vivienda.
Punto 201 - Apelación de la designación histórica de la residencia Charles y Mary Schaeffer y el edificio Fred Bushman (HRB # 1412) ubicado en 820 West University Avenue y 3951-3957 Goldfinch Street - Este punto apela la designación de recursos históricos de la Junta de Recursos Históricos (Historical Resources Board, en inglés) del 25 de marzo de 2021 de la Residencia Charles y Mary Schaeffer ubicada en 820 West University Avenue en la Comunidad Uptown. Los miembros del Consejo también pueden conceder la apelación y modificar o revertir la designación.
