Councilmembers will consider changes to the Rules of Council to comply with California Senate Bill 707 on Tuesday. They’ll also hear the Salary Ordinance to establish a schedule of compensation for officers and employees of the City of San Diego for Fiscal Year 2027.

There are five items on the Consent Agenda including a resolution supporting AB2525 pertaining to surplus land in Mission Bay.

Item S503 – Amendments to the Rules of Council for Consistency with State Senate Bill No. 707 and Recordings of Closed Session
This item proposes changes to the Rules of Council based on State Senate Bill (SB) 707 and flexibility to record closed sessions. These changes include a new policy on disruption to telephonic or internet service and modifications to the practice of ceding time to ensure virtual and in-person speakers are treated equally with currently available City resources. It also includes amendments to the language to Rule 8.4, related to recordings for closed session hearings.
Item S506 – Salary Ordinance for Fiscal Year 2027
This item would approve the Salary Ordinance being presented by the Mayor to establish a schedule of compensation for officers and employees of the City of San Diego for Fiscal Year 2027.
The Salary Ordinance establishes compensation schedules of all officers and employees of the City of San for Fiscal Year 2027 whether they are represented by one of the City’s six recognized employee organizations or are unrepresented.
San Diego Charter (Charter) section 290 requires that the Salary Ordinance be proposed by the Mayor for introduction to the City Council no later than April 15 each year, in a form consistent with any existing Memoranda of Understanding between the City and its recognized employee organizations, or otherwise in conformance with procedures governing labor relations that are binding on the City, including the Meyers-Milias-Brown Act (MMBA) and Council Policy 300-06.
Item S507 – Clean Water SRF Loan to the Stormwater System for the Chollas Green Infrastructure and Storm Drain Improvements Projects
This item would Authorize a State Revolving Fund loan to finance capital improvements to the Stormwater System to fund the Chollas Green Infrastructure and Storm Drain Improvements Projects (“the Projects”) for an amount not to exceed $27 million.
State Revolving Funds (SRF) are financing vehicles administered by state agencies, which lend to municipalities for eligible clean water and drinking water projects. Borrowers benefit from low borrowing costs for eligible projects. In the State of California, the Division of Financial Assistance within the State Water Resources Control Board manages the SRF program.
The Chollas Green Infrastructure and Storm Drain Improvements projects will improve water quality and improve flood resilience within the Chollas watershed with the installation of six Modular Wetland Systems, replacing old, deteriorated storm drain pipes and installing 3,500 linear feet of new reinforced concrete storm drain pipes and associated.
The Projects are at the 100% design stage and are in the process of finalization. Contingent upon implementation of CWSRF loan financing, the Projects are planned to be advertised in October 2026 with a construction start date of April 2027, and a completion date of March 2029.
Upon City Council approval, the Department of Finance, Stormwater Department, and City Attorney’s Office will work with the SWRCB to enter into the loan agreement for CWSRF financing for the Projects on behalf of the Storm System.
