Item 200 - Presentation of the Fiscal Year 2027 Draft Budget
In accordance with City Charter section 69(c), the Mayor is required to propose a budget to the City Council and to make that budget available to the public no later than April 15. This is an informational presentation of the Fiscal Year 2027 Draft Budget.
Item 201 - Approval of an Affordable Housing Loan Agreement with Alpha Street Housing, L.P., in an Amount of $4,500,000 for the 40th & Alpha Apartments Affordable Housing Project
This item is a proposed loan agreement between the City of San Diego and Alpha Street Housing, L.P., a California limited partnership, and provides a loan for the 40th & Alpha Apartments affordable housing project in an amount of $4,500,000.
The Project is located on City-owned land at 3947-53 and 3963 Z Street, in the Southcrest neighborhood of the Southeastern San Diego Community Plan Area and within the San Diego Promise Zone (Attachment A). The Project will include the new construction of 92 residential apartments, including 91 one- and two-bedroom apartments affordable on a long-term basis to households earning between 30% and 60% of the Area Median Income (AMI), as well as a 2,400-square-foot onsite childcare center.
Other funding sources will provide financing for supportive services to residents of 16 affordable apartments for individuals experiencing or at-risk of homelessness. The Developer plans to apply for tax credits in May 2026, and if awarded in August 2026, could begin construction in the first quarter of 2027.
