And so it begins… The Mayor presents his Proposed Budget for FY 2022 kicking off several weeks of discussion that will determine funding for the City’s departments, programs and initiatives.

From the Office of Council President Jennifer Campbell Campbell

City Council Meeting – April 20, 2021

Councilmembers will enter the Closed Session at 9 a.m. to discuss one item on the agenda.   They are scheduled to meet for the Open Session at 11 a.m. when they will tackle the short but weighty docket.

11 consent items including Park Curfew Implementation (Item 54), reappointments to the San Diego Convention Center Corp. Board (Item S501) and the approval of two joint use agreements from the Parks and Recreation Department.

Three ceremonial proclamations will be considered including Endangered Species Day and Turkish National Sovereignty and International Children’s Day.  The City Council will also consider a proclamation honoring San Diego Padre Pitcher Joe Musgrove who threw a no-hitter on April 9, the first in the ball club’s history.

Mayor Gloria

Presentation of the Mayor’s Fiscal Year 2022 Proposed Budget (Item 330) –  In accordance with Charter section 69(c), the Mayor is required to propose a budget to the Council and make it available to the public by April 15.  This will be an informational presentation of the Mayor’s budget.  You can also see a summary of the Mayor’s budget in his press release and a complete budget on his website.

FY Annual Action Plan for HUD Programs, FY 2022 annual HUD Programs allocations and associated actions (Item S504) – The Economic Development Department seeks a resolution to approve plans for Community Development Block Grants, Emergency Solution Grants and HOME Investment Partnership Programs with HUD.    The department will also seek to approve funding recommendations and other associated actions.

540 Thorn

Appeal of the Historical Designation of the Fredrick Thomas House located at 540 Thorn Street (Item 331) - This is an appeal of the historic designation of the structure at 540 Thorn Street.  The Historical Resources Board designated the Frederick Thomas House as a historical resource at their meeting at September 24, 2020 but the owners of the building are appealing that decision saying it does not meet the criteria.

Regional Transportation Congestion Improvement Program (RTCIP) Fiscal Year 2022 Fee Schedule Adjustment (Item 332) – The Planning Department seeks approval of a 2% increase to the fee schedule of the Regional Transportation Congestion Improvement Program. This would be consistent with the 2% increase approved by SANDAG in February.  The RTCIP was created to construct improvements to the Regional Arterial System.
