Item 330 – Amending San Diego Municipal Code §21.0104 to Rename “Cesar Chavez Day” to “Farmworkers Day”
This action amends the San Diego Municipal Code §21.0104(d) to rename March 31, known as “Cesar Chavez Day”, to now be known as “Farmworkers Day”.
Item 331 – Authorization for the Public Facilities Financing Authority of the City of San Diego Sewer Revenue Bonds, Series 2026 A and Series 2026 B (“2026 Sewer Revenue Bonds”) Preliminary Official Statement (“POS”)

Item 332 – Public Right-of-Way Vacation for a Portion of Harvey Milk Street - Project No. PRJ-1140038
This item is a Public Right-of-Way Vacation for a 0.04-acre (1,540-square-foot), 140-foot-long by 11-foot-wide portion of the public right-of-way (PROW) of Harvey Milk Street, located directly south and adjacent to 3912 Centre Street within the Uptown Community Planning area.
The project proposes to summarily vacate a 0.04-acre portion of Harvey Milk Street, located directly south of 3912 Centre Street. This action requires City Council approval of a Process Five PROW vacation pursuant to San Diego Municipal Code Section 125.0940. No additional development is proposed for the PROW vacation project, and there are no sensitive biological resources located within or near the project site.
Item 333 – 1606 Market Street Gas Station - Project Number PRJ-1102575
Market Street Real Estate Holdings, LLC (Owner) and Joseph Brikho (Applicant) are requesting a Planned Development Permit to allow deviations from the development regulations and a Neighborhood Use Permit to allow an 820 square-foot expansion of a previously conforming structure for an automobile service station, convenience market, and drive-through known as the 1606 Market Street Gas Station (“Project”) on the 19,034 square-foot site located at 1606 Market Street in the East Village neighborhood of the Downtown Community Plan area. On July 22, 2025, City Council was presented an environmental appeal of the Project and voted 8-1 to grant the appeal. Pursuant to San Diego Municipal Code Section 112.0520(f)(1), upon granting the appeal, the City Council retains jurisdiction to act on the revised environmental document and associated project.
Item S510 – Rename the Existing, 0.8-mile-long Street “Cesar E. Chavez Parkway,” from Commercial Street Heading Southwest to Crosby Road, as “Chicano Park Boulevard.”
The proposed project is to rename an existing, 0.8-mile-long street “Cesar E. Chavez Parkway” as “Chicano Park Boulevard.” This street runs southwest from Commercial Street to Crosby Road in the Barrio Logan neighborhood in the Barrio Logan Community Plan area.
The existing street is located within the light industrial (IH-1-1), commercial office (CO-2-2), community commercial (CC-3-6), and neighborhood commercial (CN-1-4) zones. The purpose of renaming the street is to address community concerns arising from an investigation published by the New York Times on March 18 that brought forward serious and troubling allegations regarding Cesar Chavez. That report prompted important conversations about how the City of San Diego reflects its values through the naming of public spaces.
Item S511 – Draft FY 2027 Annual Action Plan for HUD Programs, FY 2027 Annual HUD Programs Allocations, and Associated Actions
The City receives annual federal entitlement program allocations from the U.S. Department of Housing and Urban Development (HUD).
The proposed actions will seek a Council resolution to approve the Fiscal Year (FY) 2027 Annual Action Plan for the City of San Diego U.S. Department of Housing and Urban Development (HUD) programs to accept, appropriate and expend the anticipated Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG) and HOME Investment Partnerships Program (HOME) FY 2027 Annual Entitlement Allocations and Successor Agency repayments to the CDBG program.
The actions will also seek a Council resolution to approve funding recommendations for the City’s FY 2027 Community Development Block Grant (CDBG) program and approve other associated actions.
Public Facilities Financing Authority Agenda
Item FA 1 – Approval of the Form and Authorization of the Distribution of the Preliminary Official Statement and Authorization of the Execution, Delivery and Distribution of the Official Statement in Connection with the Issuance and Sale by the Public Facilities Financing Authority of the City of San Diego Series 2026A and Series 2026B Sewer Revenue Bonds
This item would authorize the form of the Preliminary Official Statement, Official Statement, and other actions in connection with the Public Facilities Financing Authority of the City of San Diego’s issuance and sale of its Series 2026A and Series 2026B Sewer Revenue . The issued bonds would finance the Wastewater System’s Capital Improvement Program projects and refund all outstanding senior sewer revenue bonds.
