A Special Meeting of the San Diego City Council has been called to start the afternoon session at 1 p.m. and allow more time to discuss items on the agenda. Councilmembers will consider the new Mobility Master Plan and receive the Police Department’s crime briefing for 2024.

Item 634 – Selection of an Official Flower for the City of San Diego
The City of San Diego has an official flower, an official urban tree, and an official native. In recognition of the importance of native species to our local ecosystem, San Diego Bird Alliance has been receiving input from the public and a stakeholder working group to update the official flower to a native species.
This item adopts Blue-eyed Grass as the new official flower and rescinds the carnation as the City’s official flower.

Item 623 – City of San Diego Crime Briefing: January – December 2024
This report summarizes the January through December 2024 National Incident Based Reporting System crimes, as well as domestic violence cases, gang, and hate crimes statistics. NIBRS crimes include crimes against persons, property, and society.
The United States Department of Justice collects information on these crime types from law enforcement agencies throughout the United States and uses the data to measure crime nationwide.
Item 618 – Proposed Amendment to San Diego Municipal Code to Implement Measure A re: Retention and Use of Independent Legal Counsel for the City Auditor and Audit Committee
In March 2024, nearly 70 percent of voters approved Measure A, which established City Charter provisions permitting the Audit Committee and Auditor to retain and use independent legal counsel in certain circumstances. The approved Charter provisions allowed for the City to establish implementing procedures as may be needed.
This item would approve an ordinance amending the municipal code by amending sections 26.1701 and 276.1710, and adding section 26.1712 relating to the City Auditor, Audit Committee, and Independent Legal Counsel.
Item 626 – Transfer of Ballpark District Chilled Water Franchise from JMIR-Chilled Water LLC to Cordia Growth LLC
This item introduces an ordinance authorizing the transfer of ownership of JMIR Chilled Water, LLC to Cordia Growth, LLC, for purposes of the franchise granted to JMIR Chilled Water, LLC by Ordinance No. O-19489 to construct, maintain, and use pipes and appurtenances in streets of the City to provide temperature controlled water services for heating and cooling buildings and facilities within the Ballpark District.
Item 619 – Proposed Amendment to San Diego Municipal Code Section 85.06 Relating to the Establishment of Speed Limits on City Streets, and Resolution Declaring Posted Speed Limits Citywide in Accordance with AB 43
The purpose of this council action is to revise the City Municipal Code section 85.06 related to speed limit setting to reflect recent updates to state law (most recently Assembly Bill 43 and 1938) and determine and declare speed limits using the new California Vehicle Code (Vehicle Code) sections.
This action will also determine and declare the speed limit for the remaining streets within the City of San Diego, except for those where prima facie limits have been established under Vehicle Code Section 22352.
Item 620 – City of San Diego Mobility Master Plan
The Mobility Master Plan is a comprehensive transportation planning effort to create a balanced, equitable, and sustainable mobility system for the City of San Diego while supporting investments in areas with the greatest needs, promoting Vision Zero, and advancing the City’s Climate Action Plan goals.
The first draft of the Mobility Master Plan was publicly released in October 2023 and a revised draft was released in October 2024 following additional public feedback. This item includes an overview of the additional outreach completed since the first draft was released and a summary of changes and additions to the Plan.
This item would adopt the 2025 Mobility Master Plan.
Item 622 – Approve a Contract with Concentra Health Services, Inc. for Wellness Services for the San Diego Fire Rescue Department
The City of San Diego seeks to approve a comprehensive physical wellness program for the employees of the Fire-Rescue Department. The San Diego Fire-Rescue Health & Safety Wellness Program provides annual medical and fitness evaluations, ongoing education, lifestyle and behavioral programs, injury prevention, and data collection for their employees.
This item would authorize the City to enter into a three-year agreement with two optional one-year extensions between the City and Concentra Health Services, Inc in an amount not to exceed $12,069,945.
Housing Authority Agenda
Item 1 – Informational Report from the Housing Authority Executive Director
Item 2 – Memorandum of Understanding between the City of San Diego and the San Diego Housing Commission regarding the City of San Diego’s Administration of the Federal HOME Investment Partnerships Program
HOME funds are awarded annually from HUD as formula grants to participating jurisdictions. The City is the participating jurisdiction for this HUD grant, and SDHC is the Subrecipient, as defined by the HUD HOME regulations.
The HOME program is dedicated to the establishment of affordable housing for low-income households. Funds can be used for grants, loans or rental assistance and security deposits and have historically been used to fund the development of affordable rental housing, first-time homebuyer programs, and housing rehabilitation programs. SDHC has administered the HOME program for the City since 1991.
This item recommends that the Housing Authority of the City of San Diego approve the execution of a Memorandum of Understanding and Subrecipient Agreements, between the City of San Diego and the San Diego Housing Commission regarding the City’s administration of the federal HOME Investment Partnerships Program.
Item 3 – San Diego Housing Commission Semi-Annual Grant Report July 1, 2024, through December 31, 2024
The San Diego Housing Commission’s (SDHC) grants team works collaboratively with departments to identify, evaluate and apply for grant opportunities. This report has been prepared in response to the Housing Authority of the City of San Diego (Housing Authority) Resolution Number HA-1569, which provides SDHC authority for a number of grant-related activities and requires semi-annual reporting of all grant activity.
