Item 200 - FY2027 Business Improvement District Budgets - Annual Appropriation Process

Annually, as required by State law, the process to approve budget reports and authorize the levy and collection of assessments occurs over two Council meetings.

At the first meeting, Council is requested to adopt a resolution, appointing a nonprofit business association (BID association) for each BID to advise the Council on the BID budget, assessments, improvements and activities.

Additionally, Council is requested to adopt resolutions approving the BID Budget Reports, declaring Council’s intention to levy and collect annual assessments, and set the time of a legally required public hearing.

Item S400 - Extension of Software License and Maintenance Agreement with BMI Associates, Inc. for Management of the San Diego Region Revolving Loan Fund

Approval of Amendment to Software License and Maintenance Agreement with BMI Associates, Inc. and authorization for the Chief Financial Officer to appropriate and expend associated Revolving Loan Fund funding in an amount not to exceed $30,000.00.

The City’s Revolving Loan Fund (RLF) program provides loans to small businesses unable to obtain adequate traditional financing. Since 2004, RLF program staff has utilized “Portfol” software from BMI Associates, Inc. to manage the RLF portfolio of loans including loan applications, loan servicing, semiannual federal reporting requirements, and customer service.
