The Budget and Government Efficiency Committee meets this week. Members will consider authorizing the issuance of short-term notes to address projected budget deficits during the coming year. They’ll also hear reports on the 2025 Living Wage and Prevailing Wage.

Item 1 – Approval of Committee Minutes
Item 2 - Fourth Amendment to Vendor Agreement 4500023939 and First Amendment to Sole Source #4249 between the City of San Diego and Riskonnect Inc
This item requests the approval of two agreements between the City of San Diego and Riskonnect Inc. The first is for a one-year extension for software maintenance and support (Fourth Amendment to Vendor Agreement 4500023939).
The second agreement is for a one-year extension for the Digital Software module (First Amendment to Sole Source #4249) to provide support for the City’s claim management information system.
These one-year extensions are necessary to provide the Risk Management Department with business continuity while transitioning to a new claims system.

Item 3 - Extension of the Duncan Solutions Contract
This item would approve extending the City’s contract with Professional Account Management dba Duncan Solutions for parking citation processing and related services beyond the current 5-year term.
In March 2021, the City issued RFP #10089804-21-S for a Parking Citation Processing Solution which included an initial term of 5 years and 5 one-year options to extend the contract, for a total contract term of up to 10 years.
The initial five-year term is set to expire November 9, 2026. Staff is requesting approval to execute up to five one-year options and to increase the total contract not-to-exceed amount by $3,255,747 to $6,041,814.
Item 4 - Ordinance Approving Contract with AskReply, Inc. dba B2Gnow for Contract and Labor Compliance Software (RFP 10090221-25-V)
This item would approve a contract with B2Gnow (RFP 10090221-25-V) for Contract and Labor Compliance Software to support the City’s labor and contract compliance programs within the Office of the City Treasurer and the Purchasing and Contracting Department.
The scope of services includes electronic certified payroll submission and review; contractor and subcontractor payment and participation tracking; Small Local Business Enterprise (SLBE) certification application portal; certification and utilization monitoring; compliance monitoring and audit tracking capabilities; reporting and dashboard capabilities; and secure document management.
Item 5 - Authorization for City of San Diego Fiscal Year 2027 Tax and Revenue Anticipation Notes
This item requests that the Budget & Government Efficiency Committee forward to the City Council, for consideration and approval, the authorization to issue short-term Tax and Revenue Anticipation Notes (“TRANs”), to address the projected seasonal cash flow deficit of the City’s General Fund in Fiscal Year 2027 (“FY 2027 TRANs”).
The size of the FY 2027 TRANs issuance will be determined based on the Fiscal Year 2027 Adopted Budget; however, current estimates assume a need of approximately $300 million. City Council will be provided with final FY 2027 TRAN borrowing details and will be requested to authorize the issuance and approve related financing and disclosure documents at the City Council meeting on June 8 or June 9, 2026.

This report summarizes implementation of the Prevailing Wage Ordinance during Fiscal Year (FY) 2025, as required by San Diego Municipal Code (SDMC) section 22.3019(e), including program activities, operational challenges, and opportunities for improvement.
Item 7 - FY 2025 Living Wage Annual Report
This report details the administration and enforcement of the Living Wage Ordinance during Fiscal Year (FY) 2025, as required by San Diego Municipal Code (SDMC) section 22.4235(c).
Item 8 - Informational Update on the City of San Diego’s Reserve Policy
This report provides an informational update of the City of San Diego’s Reserve Policy (Council Policy #100- 20) to provide an overview and comparison of policies with other municipalities and to facilitate further discussions on proposed revisions.
