Item 2 – Neighborhood Policing Division Update

Since its formation, the San Diego Police Department’s Neighborhood Policing Division (NPD) has worked to enhance the quality of life and safety in San Diego’s neighborhoods in a compassionate, professional, and fair manner by responding effectively to community concerns while ensuring equal rights and treatment for all residents.

NPD advances its broad goals of enhancing quality of life and safety for San Diego’s neighborhoods and residents through five primary entities: Neighborhood Policing Teams (Enforcement), Homeless Outreach Teams (large‑scale outreach and resourcing), Intervention Services Teams (individual‑level outreach and resourcing), Investigations (case submissions and follow‑up investigations involving homelessness), and management of Get‑It‑Done requests.

Together, these entities complement one another and operate cohesively to achieve NPD’s mission. This information item provides a detailed overview of each entity, including empirical data demonstrating outcomes and challenges NPD faces. It also includes a summary of changes implemented over the past two years.

Item 3 – Training Division Update

Over the past several years, San Diego Police Department has made substantial investments in training, supervision, and risk reduction efforts, including expanding the Training Division, increasing scenario-based instruction, enhancing de-escalation and strategic communications training, strengthening supervisory development programs, and ensuring training remains aligned with current law, policy, and best practices.

The Department’s continued investment in these areas will play a critical role in liability mitigation for the City. This information item updates the Council on these developments for the 2026 calendar year.

Consent Agenda

Item 1 – Approval of Committee Minutes

Item 2 - Ratification of Emergency Sole Source Agreement 20000184-26-B with Hydro-Dyne Engineering Inc. for Remanufacture of Filter Screens for Pump Station 64

This action would approve a resolution ratifying the award of the Sole Source Agreement with Hydro-Dyne Engineering to remanufacture two filter screens for Pump Station 64 from Muni Sewer Revenue Fund, Fund 700000, in an amount not to exceed $907,519.

This would retroactively authorize the execution of an agreement with Hydro Dyne Engineering - 20000184-26-B, to remanufacture filter screens for Pump Station 64. This emergency work was expedited to prevent escalating damage to pumps and minimize the potential for sewage spill.

Item 3 - Authorize a First Amendment to the Non-Profit Agreement Urban Corps of San Diego County for Stormwater Conveyance Facilities Maintenance Services Contact No. 40000010-24-C.

This item would authorize the execution of a First Amendment to the Non-Profit Agreement Between the City of San Diego and Urban Corps of San Diego County for Stormwater Conveyance Facilities Maintenance Services increasing the not to exceed expenditures under the agreement to $1,000,000 per fiscal year for the existing term of the Agreement.

Amending this Agreement will ensure that the Stormwater Department will have sufficient expenditure authority to support the maintenance of its facilities in Fiscal Years 2027 through 2029, as well as cleanup in response to severe storms.

Item 4 - Re-approval of the Second Amended and Restated Regional Wastewater Disposal Agreement with the Metropolitan Wastewater Joint Powers Authority

This item would approve an ordinance to authorize the Second Amended and Restated Regional Wastewater Disposal Agreement between the City of San Diego and the Participating Agencies in the Metropolitan Sewerage System.

The City of San Diego owns and operates the metropolitan sewerage system, a system of wastewater conveyance, treatment, and disposal facilities (Metro system). The City, since 1998, has provided the members of the Metropolitan Wastewater Joint Powers Authority (Metro JPA) contract rights to capacity and the establishment of a mechanism to fund the planning, design, construction, operation, and maintenance of the Metro System through the Treatment and Disposal Agreement.

In 2021, the Parties executed the First Amended and Restated Regional Wastewater Disposal Agreement. As part of that action, the Parties acknowledged the need to meet and negotiate additional amendments to address unresolved issues, update billing methodologies, and revise cost allocation provisions. The Second Amended and Restated Agreement being considered in this requested action reflects the outcome of those negotiations and resolves the outstanding matters identified in 2021.
