Three Council Committees meet this week. Rules will consider initiating work on the Ethics Commission and changes approved by voters in the November 2024 elections. Community and Neighborhood Services will vote on accepting a $5 million grant for a linear park on Boston Ave. Active Transportation and Infrastructure considers a contract to replace a bridge at El Camino Real near Via de la Valle.

Item 1 – Approval of Committee Minutes
Item 2 - Amendments to the San Diego Municipal Code Related to the City’s Ethics Commission
The purpose of the proposed amendments is to conform to Measure D, which City voters approved in November 2024, and to make related operational amendments to part of the San Diego Municipal Code which governs the operations of the City of San Diego’s Ethics Commission.
This item requests that the Commission staff work with the City Attorney’s Office to prepare and present to the Council an ordinance to amend the code to incorporate changes related to implementation of Measure D.
Item 3 - Ordinance to Preserve Free Parking at City-Owned Parking Lots That Provide Access to City Beaches and Mission Bay
The City of San Diego maintains free parking in City-owned parking lots at City beaches and Mission Bay to support public access to the coastline for recreational use.
The ordinance under consideration would amend the San Diego Municipal Code by adding Chapter 8, Article 6, Section 54 to mandate that parking in City-owned and operated beach and bay parking lots remain free of charge for ten years from the ordinance’s effective date with limited exceptions.
Item 4 - Exposing Dark Money, Banning Shadow Campaigns, and Ending Perpetual Fundraising
Public trust in local government depends on transparency not only in how campaign contributions and expenditures are reported, but also in whether voters can see who is attempting to influence an election, how much is being spent, and who ultimately provided the money behind that spending.
This item requests that the Council District 9 Office work with the City Attorney’s Office to draft an ordinance and amend the San Diego Municipal Code to update outdated Campaign Finance related to Shadow Campaign and Pre-Candidacy Disclosure, True Source and Top Funders Campaign Finance Disclosures, and Align Campaign Finance and Fundraising Timelines.

Item 1 – Approval of Committee Minutes
Item 2 - Authorization to apply for and accept up to $5,000,000 in California Natural Resources Agency (CNRA) grant funds for the Boston Avenue Linear Park Project
The California Natural Resources Agency (“CNRA”), a state agency, administers the Urban Greening Grant Program to fund projects that use nature-based solutions to mitigate the urban heat island effect, rising temperatures, and extreme heat impacts in urban areas. On November 5, 2024, California voters passed the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (Proposition 4), otherwise known as the “Climate Bond.”
The Climate Bond authorizes $10 billion in general obligation bond sales to fund projects to address climate change, protect communities and nature from its impacts, and improve the lives of Californians.
This action requests authorization to apply for and accept up to $5,000,000 in CNRA grant funds for the Boston Avenue Linear Park Project, CIP L26002

Item 1 – Approval of Committee Minutes
Item 2 - Award a construction contract with Skanska USA Civil West California district Inc, for the El Camino Real to Via De La Valle (1/2 Mile) project
This item would approve an Ordinance to execute a 111 month construction and long-term maintenance and monitoring contract, K-26-2434-DBB-3-C, with Skanska USA Civil West California District Inc, for the El Camino Real to Via De La Valle (1/2 Mile) project.
The El Camino Real to Via De La Valle (1/2 Mile) project will upgrade and relocate the existing El Camino Real Road from Via de la Valle to San Dieguito Road. The narrow and aging El Camino Real bridge that has been deemed seismically vulnerable (functionally obsolete and structurally deficient) will be replaced with a new crossing that includes bike and pedestrian facilities.
The project is proposing to re-align the street to the east and elevate the roadway out of the 100-year floodplain. The re-aligned road will now intersect at the existing Via de la Valle and De la Valle Place intersection which is proposed to be signalized as part of this project.
Item 3 - Award 5-year contract with Vulcan Materials Company to furnish Paving Materials and Asphalt Concrete (ITB No. 10090514-26-C, As-Needed Asphalt Contract)
This action will award a 5-year contract to Vulcan Materials Company to furnish Paving Materials and Asphalt Concrete. The action will also authorize expenditures associated with this contract not-to-exceed $60,000,000.00.
The contract provides asphaltic materials to the City of San Diego Transportation, Public Utilities, and Stormwater Departments to furnish all labor, plant equipment, and materials for the mixing of aggregate and asphalt binder at a central mixing plant, and loading the mixture into trucks furnished by the City at either the plant or at a satellite storage facility, all as specified within the contract provisions.
