Only a handful of Council meetings remain in 2025. Councilmembers will vote on a Council President on Monday afternoon. They’ll also consider Coastal Commission modifications to the Transit Priority Area Parking Reform and Housing Action Package 2.0.

Item 200 – Selection of a Council President
This item would select a Council President from among the Councilmembers to begin a one-year term commencing on December 8, 2025, and until a successor is selected and qualified.
The process for selecting the Council President is determined by Rule 4.2 of San Diego Municipal Code §22.0101. Rule 4.2,
“Selection of the Council President,” states the following: “In odd-numbered years, at the first Monday Council meeting in December and in even[1]numbered years, at the first Council meeting held on or after the tenth day of December, the Council shall select a Council President from one of its members by majority vote of the Council. The Council President shall serve for a term of one year, commencing on the date set forth above, or until a successor is selected”
Item 201 - California Coastal Commission Modifications to Transit Priority Area Parking Reform and Housing Action Package 2.0 San Diego Municipal Code and Local Coastal Program Amendments
This item requests adoption of amendments to the Municipal Code and Local Coastal Program with the California Coastal Commission’s requested modifications to the Transit Priority Area Parking Reform and Housing Action Package 2.0 San Diego Municipal Code and Local Coastal Program Amendments.
The City Council adopted the Transit Priority Area Parking Reform on December 7, 2021, and the Housing Action Package 2.0 on December 12, 2023. State law requires the California Coastal Commission certification of amendments to the Local Coastal Program before they can take effect in the Coastal Zone.
The Transit Priority Area Parking Reform amendments were submitted to the Coastal Commission for its review and certification on June 7, 2022, and Housing Action Package 2.0 was submitted to the Coastal Commission for its review and certification on March 7, 2024. The California Coastal Commission conditionally certified Transit Priority Area Parking Reform and Housing Action Package 2.0 with modifications for each item on August 15, 2025.
Item 202 - Creation of Underground Utility Districts for University Heights 02 (UHTS-02) and Encanto 09 (ENCO-09) and the Certification of the Final Program Environmental Impact Report (PEIR) (Project No. 675395/SCH No. 2018101037) for the Utilities Undergrounding Program
This Council action will create Underground Utility Districts (Districts) for University Heights 02 (UHTS-02) and Encanto 09 (ENCO-09), in accordance with the San Diego Municipal Code, Undergrounding Utilities Procedural Ordinance and will certify the Final Program Environmental Impact Report (PEIR) (Project No. 675395/SCH No. 2018101037) for the Utilities Undergrounding Program.
The Resolution will authorize undergrounding of all overhead utilities within the newly created Districts.
Item 203 - 40th & C Street – Project No. 1067767
This item would adopt a resolution approving a right-of-way vacation, tentative map and development permit for the project which would consolidate and subdivide sixteen existing lots into ten new lots, and the construction of eleven new single-dwelling unit homes with eighteen new Accessory Dwelling Unit homes (ADUs).
The ADU homes to be developed will consist of nine market-rate ADU homes and nine bonus affordable ADU homes. The nine affordable ADU homes will be deed-restricted for a period of 15 years to renters from moderate-income households.
