Two Council Committees meet this week. The Audit Committee will hear the findings of an audit of the city’s golf properties. The Environment Committee will vote on the extension of a contract for water utility customer software.

Item 1 – Approval of Committee Minutes
Item 2 - Performance Audit of the City’s Management of Its Leased Golf Property Portfolio
The City of San Diego (City) owns many properties that are leased out to private or non-profit operators, including eight golf courses, which total over 800 acres of City-owned land. In FY2025, these leased golf courses generated $34 million in revenue for course operators, of which $3.5 million was paid to the City in rent for CY2024.
Of the $3.5 million, $1.5 million went to the General Fund, $2 million went to Water Fund. Maximizing the City’s existing revenue sources is especially important given that the City’s Five-Year Financial Outlook projects an average yearly General Fund budget shortfall of $108 million through FY2031.
The City Auditor conducted a performance audit to Determine whether the City is appropriately managing its leased golf property portfolio to maximize financial return or public benefit.
Item 3 - City Auditor’s Monthly Activity Report
This Monthly Activity Report provides information about the Office of the City Auditor’s activities in January 2026. This includes audit reports issued, the status of current audit projects, and a list of planned audits that have not yet started.

Item 1 – Approval of Committee Minutes
Item 2 - Authorization to modify the existing Software as a Service Agreement with Smart Energy Water (SEW) for the MyWaterSD Web Portal and Mobile Applications, as a result of SS 4210, for an additional five-year term and reduction of term amount from $16,300.00.00 to $5,500,00.00
This item would approve a resolution to authorize the City of San Diego to modify the existing, but soon-to-expire, sole-source certification 4210 with Smart Energy Water (SEW).
SEW’s Software as a Service (SaaS) agreement provides the necessary licensing, maintenance, support and technical guidance for the City's MyWaterSD online portal and mobile applications.
MyWaterSD provides the nearly 200,000 City of San Diego utility customers with ready access to view and pay water bills, observe their water consumption, review and download billing and payment history, identify tools for water conservation, and more.
Item 3 - 2026 Environment Committee Work Plan
On January 5, 2026, Councilmember Sean Elo-Rivera issued a call for priorities for the 2025 Environment Committee work plan. The memos informed the draft work plan.
The Environment Committee areas of responsibility per the Rules of Council are: the Clean Water Program, Water Management and Policy, Energy (Solar, Property Assessed Clean Energy Programs, Green), Multiple Species Conservation Program, Solid Waste Disposal, Recycling, Air Quality Standards, Hazardous Waste, Regional Parks, Open Space, Public Utilities, Golf, Utility Undergrounding, Franchise Agreements, Stormwater Management and Policy, Climate Action Plan, Climate Resiliency Plan, Sustainability, Wastewater Management and Policy, Independent Rates Oversight Committee, Pure Water (including Indirect Potable Reuse/Direct Potable Reuse, Recycled Water, Graywater), San Diego County Water Authority, Shoreline Preservation, Wildlife Management, Environmental Services, and Environmental Policy.
