There’s more rain this week, please stay safe and dry. This week, there are two Committee meetings, both on Wednesday. In the morning, the Rules Committee will meet for the initial discussion of a ballot measure for stormwater infrastructure. In the afternoon, AT&I will hear a few amendments to agreements to extend existing contracts as well as the Committee’s priorities for the year.

This item is the initial discussion of a ballot measure proposal by Council President Sean Elo-Rivera regarding dedicated revenue for stormwater infrastructure and disaster response in accordance with Council Policy.

Item 1 — Third Amendment to Agreement for Engineering Services, Contract H105180, with Nasland Engineering for the Design of Coastal Rail Trail Project
This action will authorize the Third Amendment to the Original Agreement with Nasland Engineering for the Coastal Rail Trail Project design and engineering services. This amendment will provide additional funding not to exceed $407,490 and will extend the contract duration for an additional 48 months to provide engineering services and technical support during the final design and construction phases of the project.
Item 2 — Construction Change Order #3 for AC Water and Sewer Group 1056 (K-21-2000-DBB-3) with TC Construction, Inc.
This request is to authorize Change Order #3 for the AC Water & Sewer Group 1056 construction contract between the City of San Diego and TC Construction, Inc. The City requests to increase the not-to-exceed value of the contract by $1,267,930.00, which will increase the total amount of the contract to $10,431,463.49 for resurfacing street segments within the project footprint.
Item 3 — Ratification of Fifteen (15) Emergency Sole Source Contracts for Fiscal Year 2023
This council action is to ratify 15 Emergency Sole Source Contracts initiated in fiscal year 2023 pursuant to the Municipal Code.
Item 4 — First Amendment to Agreement for Engineering Services, Contract H207138, with Dokken Eng for Palm Avenue and Interstate 805 Interchange Project
This action will execute a First Amendment to the consultant agreement with Dokken Engineering to provide additional design phase and construction phase professional engineering services for the Palm Avenue & Interstate 805 Interchange Improvement project.
This amendment will provide $849,301 in additional funding within the Agreement to provide additional engineering services during the design and construction phases of the project and will increase the Agreement duration by 24 months.
Item 5 — Second Amendment to Agreement for Engineering Services, Contract #H197062, with Rick Engineering Company for the Design of Streamview Drive Improvements Phase II project
This action will authorize the Second Amendment to Agreement with Rick Engineering Company for the design of additional scope changes during the design of the Streamview Drive Improvements Phase II project. This amendment will provide $749,640.00 in additional funding and will increase the contract duration by 12 months to provide additional engineering services during the construction phase of the project.
Item 6 — Award Fourth Amendment to the Consultant Agreement (H115417) with Lee and Ro Inc. for Professional Design and Construction Support Services of Pump Station 2 - Power Reliability & Surge Protection Project
This requested action is to authorize the execution of the Fourth Amendment to the Agreement with Lee and Ro, Inc., to increase the contract in an amount not to exceed $350,000 and to extend the contract time from February 20, 2025, to December 31, 2025; for professional design and construction support services for Pump Station 2 Power Reliability & Surge Protection Project.
