Item 331 – Dedication of City-Owned Land for the Fenton Parkway Bridge

The Bridge has been contemplated in the City’s long-range planning documents for the Mission Valley community for more than 30 years. Under the MOU, SDSU will design & construct the Bridge to the City Transportation Department design standards. 

Upon all necessary predevelopment processes being completed, SDSU will commence with construction of the Bridge, as stated in the MOU. After construction has been completed, SDSU will maintain the Bridge for a 5-year period.

Item 332 – Preservation and Progress Package A

This item requests the approval of Preservation and Progress Package A, which is part of a comprehensive update to the City’s Heritage Preservation Program.

Over that period of time, best practices within the field of historic preservation have changed, including the importance of acknowledging harmful past practices in zoning and preservation, their lasting impacts, and how we can build a more inclusive and equitable heritage preservation program that serves everyone. Other significant changes that affect the heritage preservation program include a local and statewide housing crisis, and the adoption of many State and local laws aimed at addressing it.

Preservation and Progress will be processed in two packages of amendments. Package A includes items that are not significantly complex and that do not involve amendments to the Historical Resources Regulations or Historical Resources Guidelines, as any amendments need to be addressed more comprehensively.

 

Public Facilities Financing Authority Agenda

Item FA 1 – Authorization of the Public Facilities Financing Authority of the City of San Diego Water Revenue Bonds

Resolution approving and authorizing the issuance and sale of one or more series of water revenue bonds (a) in an aggregate amount not-to-exceed $150,000,000 to finance or refinance additional capital improvements to the Water System, pay Subordinated Water Revenue Commercial Paper Notes in an amount sufficient to refund certain outstanding subordinated water revenue bonds to achieve debt service savings.

Under market conditions as of January 21, 2026, the refunding of the 2016A Water Revenue Bonds and the 2016B Water Revenue Bonds would provide net present value savings of 13%, equaling $46.4 million in total estimated debt service savings. The estimated borrowing rate for the CP Notes paydown is 4.23% to borrow $150 million, and the average annual debt service (i.e., cost) is estimated to be approximately $8.8 million for FYs 2028 – 2057, with $4.3 million in the first year, FY 2027.
