Item S400 - FY 2027 Updated City Council Budget Priorities

Per the City Charter, the first step for the City Council in the City’s annual budget process is the development of the annual Budget Priorities Resolution.

The Council approved its initial Budget Priorities Resolution at its November 18, 2025 meeting; and IBA Report 25-32 REV contains the Council’s budget priorities that constitute the initial FY 2027 Budget Priorities Resolution, which was submitted to the Mayor for consideration in the development of the FY 2027 Proposed Budget.

On February 9, 2026, the Council will have the opportunity to update its initial FY 2027 Budget Priorities Resolution. The updated City Council budget priorities item (IBA Report 26-03) was heard at the Budget and Government Efficiency Committee on February 4, 2026. The Committee recommended Council accept IBA Report 26-03 with one modification: to include all expenditure priorities supported by four Councilmembers in the updated Budget Priorities Resolution. The resulting recommended Council priorities are included in IBA Report 26-03 REV.

 

 

Item S401 - Approve a Covenant Between the California Department of Transportation and the City of San Diego Prior to City’s Acceptance of Approximately 2.5 Acres of Real Property Along Interstate 5, Bounded by Boston Avenue, 29th Street and 32nd Street for a Non-Motorized Transportation Facility

On February 25, 2025, City Council authorized a Relinquishment Agreement to accept 2.5 acres of real property improved with a nonmotorized transportation facility from Caltrans (R-316047) (Attachment 2: Relinquishment Agreement).

The Relinquishment Agreement is subject to California Transportation Commission (CTC) approval. As background, Caltrans had acquired the real property using Federal Funds many years ago and recently improved the Property using $3.16M of Clean California Local Grant Program funding and constructed a decomposed granite pathway, new lighting, soil mitigation, and ADA improvements.

In 2023, the City Council allocated $2M in funding to create a CIP for the future Boston Ave Linear Park and received $3.89M in grant funds from the State Transformative Climate Communities grant program.

If the Relinquishment Agreement is approved by the CTC, these funds will be used to construct the phased improvements which include an enhanced concrete multi-use path, passive green space, picnic area, playground, and dog park. Under the Relinquishment Agreement, the Property will be relinquished 2 to the City at no direct cost, but the City will assume the general costs of ongoing maintenance and operation of the Property.
