23 items fill the Consent Agenda including reappointments to the San Diego Convention Center Board of Directors, the Citizens Equal Opportunity Commission, and multiple legal settlements.

Item S502 – Request for an Extension of the Construction Contract # K-21-1961-DBB-3 with Burtech Pipeline Incorporated for the construction of the Sewer and Water Group 812 replacement project
Charter Section 99 requires that contracts extending for more than five years be authorized by ordinance, subject to City Council approval. This action is to request a no-cost time extension of the Construction Contract K-21-1961-DBB-3 with Burtech Pipeline Incorporated for the construction of the Sewer and Water Group Job 812 project (B-00426/B-17115/B-23059).
The Sewer and Water Group Job 812 Replacement project has replaced and rehabilitated a total of 11,545 linear feet (2.18 miles) of sewer mains and 8,212 linear feet (1.56 miles) of water mains. Related work includes sewer laterals, 113 sewer replumbs, manholes, water services, hydrants, sewer abandonment, and appurtenances installation, including street repair, street resurfacing, access improvements, and pedestrian ramps.

Item 330 – State Revolving Fund Loan to the City of San Diego’s Sewer System for the Alvarado Trunk Sewer Phase IV Project – Package A
This item would authorize a State Revolving Fund Loan to finance capital improvements to the Wastewater System for the Alvarado Trunk Sewer Phase IV Project – Package A for an amount not to exceed $50 million.
State Revolving Funds (SRF) are financing vehicles administered by state agencies, which lend to municipalities for eligible wastewater infrastructure projects, including sewer system rehabilitation, replacement, capacity upgrades, and related improvements that protect water quality and public health. Borrowers benefit from low borrowing costs for eligible projects. In the State of California, the Division of Financial Assistance within the State Water Resources Control Board (SWRCB) manages the SRF programs.
The Alvarado Trunk Sewer Phase IV Project will increase sewer capacity by replacing outdated trunk sewer infrastructure to support anticipated population growth. The Alvarado Trunk Sewer Phase IV Project will replace and relocate approximately 3.5 miles of existing trunk sewer within the Navajo and College Area Community Plan Areas. The Alvarado Trunk Sewer Phase IV project is split into two packages due to realignment of a portion of the project.
Item 331 – Fiscal Year 2025 Annual Comprehensive Financial Report (ACFR)
This item is to present the Fiscal Year 2025 Annual Comprehensive Financial Report (ACFR) and request that the ACFR be received by and filed with the City Council.
The Annual Comprehensive Financial Report is a report prepared annually by the Department of Finance that includes the financial statements of all funds of the City and its Component Units, including disclosures that complement the financial statements, statistical information, management’s discussion and analysis and other supplementary information.
The ACFR is prepared in accordance with Generally Accepted Accounting Principles, including those standards established by the Governmental Accounting Standards Board.
