This week’s Committee meetings fill a busy few days at the City Council that will look at the granular details of the city’s finances as well as the environment and infrastructure.

Audit Committee – Wednesday Jan. 27, 9 a.m. - Agenda

Councilmember Vivian Moreno chairs the Audit Committee meeting which will hear five items.  Here are some highlights:

Item 4 -  The City Auditor will provide status updates on Fraud Hotline cases which were received and resolved.  They will also report on all hotline activity in the second quarter of Fiscal Year 2021.  The objective of the Fraud Hotline is to provide a means for City employees or residents to confidentially report any activity related to City personnel, resources, or operations for which instances of fraud, waste, or abuse are suspected.

For those looking for a deep dive into the city’s finances, Item 1 is the presentation of the Comprehensive Annual Financial Report.  The Department of Finance prepares this report every year and includes the financial statements of all funds of the City and tis Component Units. 

Active Transportation and Infrastructure – Wednesday Jan 27, 2 p.m. - Agenda

Councilmember Marni Von Wilpert chairs the Active Transportation and Infrastructure Committee.  Notable items on the agenda include the Active Transportation and Infrastructure committee Priorities for Calendar Year 2021 (Item 4). 

The Committee will also discuss the Alvarado 2nd Extension Pipeline Project (Item 3) which will complete a water transmission system through Mission Valley. Also on the agenda is the Five-Year Capital Infrastructure Planning Outlook which covers FY 2022-2026 – (Item 5).  Presented by the Engineering and Capital Projects Department, the CIP Outlook will model long-range fiscal and capital asset planning. 

Environment Committee – Thursday Jan. 28, 1 p.m. - Agenda

Councilmember Sean Elo-Rivera chairs the Environment Committee meeting on Thursday with a busy agenda containing 10 items.

On the Information Agenda will be an update on the City of San Diego Gas and Electric Franchises Invitation to Bid (ITB) process (Item 10).  With the 1970 franchises for gas and electric services set to expire in June 2021, the City has the unique opportunity to reshape its franchises for electric and gas services to better align with the goals of the City and ratepayers.

The Environmental Services Department will present proposed City Recycling Ordinance Amendments (Item 8).  These include:

• Requiring recycling of yard trimmings and nonhazardous wood waste for multi-family residential and commercial facilities
• Eliminating the 4 cubic yard exemption, effectively requiring all privately serviced Multi-Family Residential Facilities, Commercial Facilities, and Mixed Use Facilities to recycle mixed recyclable materials
• Requiring permitted Special Events to recycle additional materials
