Item 331 – Clarifying Ordinance for Measure C Approved by Voters March 2020

Item S506 – Amendments to the San Diego Municipal Code to Establish the Homelessness Revenue Account Citizens Oversight Committee.

The purpose of the Homelessness Revenue Account Citizens Oversight Committee (Committee) is to serve as an official advisory body to the Mayor and City Council on the use of the Homelessness Revenue Account funds.

The Committee will consist of seven members who will serve without compensation. A majority of the members of the committee must possess expertise in one or more of the following areas: government, municipal or public finance, non-profit management, business, lived experience, philanthropic funding, or related fields.

In addition to the seven members, the Committee will also include three ex-officio members: the Independent Budget Analyst or designee, the Chief Financial Officer or designee, and the Director of the Homelessness Strategies and Solutions Department or designee.

 

Item S507 – Resolution Establishing a Temporary Rule of Council to Amend Rule 6.1.3 of the Rules of Council

On December 17, 2025, Council President Joe LaCava announced during the approval of Council committee assignments his intent to amend various Rules of Council in early 2026. The process to amend the Rules of Council will go through the Rules Committee prior to being placed on a Council agenda. Among the Rules of Council that Council President LaCava is proposing to amend is Rule 6.1.3, which establishes procedures and timelines for committee and council work plans.

As Rule 6.1.3 requires committee work plans to be considered by the committees and available to the Council President no later than February 1, amendments to the Rules of Council, including to Rule 6.1.3, could not be approved and effect prior to that deadline and a temporary rule of council is therefore necessary.

Item S514 – Resolution Affirming the City of San Diego’s Opposition to Proposed Oil and Gas Leases in Federal Waters

Housing Authority Agenda

Item HA 1 – Housing Authority Designation and Identification of the San Diego Housing Commission’s Agency Representatives for Labor Negotiations

This item would adopt a resolution designating and identifying the San Diego Housing Commission’s Agency Representatives for Labor Negotiations.

Pursuant to California Government Code sections 3505 and 54957.6(a) and other applicable state and local laws and regulations, the Housing Authority designates and identifies the following individuals as the San Diego Housing Commission’s (SDHC) labor representatives on the Management Team for negotiations with SDHC’s recognized employee organization and authorizes these representatives to attend closed session meetings for the purpose of providing information to the Housing Authority related to meet and confer and receiving instruction from the Housing Authority, so that SDHC’s labor representatives may participate in meet and confer on behalf of SDHC, taking Housing Authority-approved bargaining positions:
