Council President LaCava has called a Special City Council Meeting for the Mayor’s State of the City Address on Thursday January 15, 2026. Also, Budget Committee meets to consider contracts with Hyland Software and NEOGOV. Land Use and Housing Committee will meet to consider Preservation and Progress Package A, which is part of a comprehensive update to the City’s Heritage Preservation Program.

Item 2 - Authorization to extend the current Sole Source Agreement with Hyland Software, Inc. for two (2) one (1) year options

This item is for the authorization to extend the current Sole Source Agreement with Hyland Software, Inc. (Hyland) to provide the OnBase workflow, agenda preparation and document retention software used for the City’s docketing process for two (2) one (1) year option years.

In March of 2021, the City entered into a new Sole Source Agreement with Hyland, effective May 26, 2021. It was determined that given the disentanglement effort from the former electronic docketing software, implementation of the new electronic docketing software that included rigorous training of City Staff, and the effort to move the application from on-premises hosting to Cloud hosting, that a new sole source agreement was warranted in order to maintain operations and continuity of services.

This software solution is unique in that it ensures that City Council Committees and City Council meetings occur in accordance with the Ralph M. Brown Act, and as such, cannot have any disruption. The OnBase software currently utilized by the City includes a workflow application called the Unity Client (Unity), and an agenda preparation application referred to as the Agenda Client (Agenda). Unity provides for the electronic routing and approval of docketing materials.

 

Item 3 - State Revolving Fund Loan to the City of San Diego’s Sewer System for the Alvarado Trunk Sewer Phase IV Project – Package A

Authorize a State Revolving Fund Loan to finance capital improvements to the Wastewater System for the Alvarado Trunk Sewer Phase IV Project – Package A for an amount not to exceed $50 million.

State Revolving Funds (SRF) are financing vehicles administered by state agencies, which lend to municipalities for eligible wastewater infrastructure projects, including sewer system rehabilitation, replacement, capacity upgrades, and related improvements that protect water quality and public health. Borrowers benefit from low borrowing costs for eligible projects. In the State of California, the Division of Financial Assistance within the State Water Resources Control Board (SWRCB) manages the SRF programs.

 

Item 4 - Ordinance Approving Contract with NEOGOV for Applicant Recruitment, Tracking, and Hiring Software (RFP 10091078-25-O)

This action is to approve the applicant recruitment, tracking, and hiring software for recruitment and applicant tracking services with NEOGOV (RFP 10091078-25-O). The scope of services includes position requisition approval, recruitment posting, and applicant screening to include the Insight Enterprise Software License; Online Hiring Center; Biddle Software License; Candidate Text Messaging; Onboard; and Attract modules.

On December 10, 2024, the City of San Diego issued Request for Proposal (RFP) No. 10090178-25-O with the subject: Applicant Recruitment, Tracking, Testing and Hiring System.

The Evaluation Committee completed a comprehensive review of proposals submitted in response to RFP 10090178-25-O. Seven (7) proposals were submitted for the subject solicitation. All proposals were deemed responsive and, therefore, evaluated. The proposals were evaluated based on the merits in accordance with the evaluation criteria specified in Exhibit A, 3.7 Evaluation Criteria of the RFP. After review and evaluation, it was determined that Governmentjobs.com (NEOGOV) best meets the requirements as specified in the RFP. The new contract with NEOGOV is effective April 1, 2026.

Item 1 – Approval of Committee Minutes

 

Item 2 - First Amendment to a contract from an Invitation to Bid between the City of San Diego and Ace Parking III, LLC, a Delaware limited liability company

This action is to approve a First Amendment to a contract from an Invitation to Bid between the City of San Diego (City) and Ace Parking III, LLC (Ace Parking), extending the term of the contract from February 11, 2026, to February 10, 2027 for an amount not to exceed $260,220 over the term of the First Amendment.

As a result of an Invitation to Bid, the City entered into a contract with Ace Parking, that was awarded on February 11, 2021, for a term of five years, for management services of the Evan V. Jones Parkade (Parkade). The initial term of the contract expires on February 10, 2026.

Department (P&C), is evaluating the most appropriate procurement approach to meet the City’s long-term needs for the Parkade, which may include a competitive solicitation process. Due to the complexity of defining the scope of services and ensuring the most effective delivery model, additional time is required to complete the procurement process and select a service provider.

The First Amendment, extending the existing contract by one year will provide staff with the time needed to complete and advance the appropriate procurement process, while ensuring the continued professional management of the Parkade.

 

Item 3 - Preservation and Progress Package A

This action requests the approval of Preservation and Progress Package A, which is part of a comprehensive update to the City’s Heritage Preservation Program.

Preservation and Progress is a comprehensive update to the City's Heritage Preservation Program that will streamline processes for new homes and other uses while protecting places of historic, architectural and cultural importance and encouraging their adaptive reuse. It has been over two decades since the City’s established Heritage Preservation Program was comprehensively updated.

Over that period of time, best practices within the field of historic preservation have changed, including the importance of acknowledging harmful past practices in zoning and preservation, their lasting impacts, and how we can build a more inclusive and equitable heritage preservation program that serves everyone. Other significant changes that affect the heritage preservation program include a local and statewide housing crisis, and the adoption of many State and local laws aimed at addressing it.

Preservation and Progress will be processed in two packages of amendments. Package A includes items that are not significantly complex and that do not involve amendments to the Historical Resources Regulations or Historical Resources Guidelines, as any amendments need to be addressed more comprehensively.
