Item 200 - Update Regarding the Independent Budget Analyst (IBA) Recruitment and Call for Community and Councilmember Input Regarding Preferred Skills and Qualifications – This item will provide general information regarding the IBA recruitment and hiring process, and projected timeline. Furthermore, in pursuit of building community trust and creating a more inclusive and participatory government, this item seeks to make the process and search for a new IBA more accessible and transparent to the public.


 


 


Item 201 - Authorization of Execution and Funding of the Consultant Services Contracts Between the City of San Diego and Holland & Knight LLP to Provide Federal Legislative and Executive Branch Consulting Services and Representation – This item would approve a contract between the City of San Diego and Holland & Knight LLP in an amount not to exceed $168,000.00 per year for a term of five years. This Contract will provide services to ensure that the City maintains effective advocacy before the federal legislature and regulatory bodies. The term of this Contract will begin effective on the date it is executed by the last Party to sign the Contract


 


CoastItem 202 – California Coastal Commission Amendments to the Inclusionary Affordable Housing Regulations – On December 10, 2019, the City Council adopted the Inclusionary Affordable Housing regulations as amendments to the Municipal Code and Local Coastal Program.  State law requires the California Coastal Commission (CCC) to certify the code amendments to the Land Development Code before these can be effective in the Coastal Zone.  City and CCC staff worked collaboratively on three modifications which include an increase to the applicability of the program for projects in the Coastal Overlay Zone and changes to two types of off-site alternative compliance measures.
