Item 200 - Amendment to the Homekey+ CDBG Subrecipient Agreement between the City of San Diego and the San Diego Housing Commission
This item approve a First Amendment to the Homekey+ CDBG Subrecipient Agreement between the City of San Diego and the San Diego Housing Commission (First Amendment) and to reallocate an amount not to exceed $593,092.59 to the Homekey+ program.
Through multiple Council actions, as detailed in an attached report CDBG funds were allocated in an amount not to exceed $6,246,092.59 to the San Diego Housing Commission to support its Affordable Housing NOFA, of which $593,092.59 were not spent.
The Housing Commission requested the remaining $593,092.59 balance of the Affordable Housing NOFA allocation be transferred to the Homekey+ program to contribute to the acquisition costs which exceed the City’s original contribution. This will permit the Commission to reallocate more flexible funding sources to additional project costs, which may include, but are not limited to solar panels, security fencing and outdoor community spaces.
Item S400 - Appointment and Compensation of Roger Smith as Executive Director for the Commission on Police Practices
This item would adopt a resolution appointing Roger Smith as the interim Executive Director of the Commission on Police Practices and setting the annual salary at $216,000.
The Commission on Police Practices was established under Charter Section 41.2 following the City of San Diego voters' approval of Measure B on November 3, 2020. Charter section 41.2 states that the Council must appoint and establish the initial annual compensation for the Commission’s Executive Director, who serves at the Commission's direction and will.
Eighty-four applications were received, and as per the approved Plan, Human Resources Department and three Ad Hoc members screened the applications and scheduled six candidates for interviews with a Community Panel. The Community Panel ranked the interviewees, and they were scheduled for interviews with the Ad Hoc Committee.
The Ad Hoc Committee met on October 10, 2025, to conduct interviews and make recommendations on final candidates to the full City Council. As a result of the interviews, the Council President and Councilmember Foster are recommending appointment of Roger Smith.
Item S401 - First Amendment to a Contract From an Invitation to Bid Between the City of San Diego and Ace Parking III, LLC, a Delaware Limited Liability Company
This action is to approve a First Amendment to a contract from an Invitation to Bid between the City of San Diego and Ace Parking III, LLC, extending the term of the contract from February 11, 2026, to February 10, 2027 for an amount not to exceed $260,220 over the term of the First Amendment.
As a result of an Invitation to Bid, the City entered into a contract with Ace Parking, that was awarded on February 11, 2021, for a term of five years, for management services of the Evan V. Jones Parkade. The initial term of the contract expires on February 10, 2026.
Purchasing and Contracting Department is evaluating the most appropriate procurement approach to meet the City’s long-term needs for the Parkade, which may include a competitive solicitation process. Due to the complexity of defining the scope of services and ensuring the most effective delivery model, additional time is required to complete the procurement process and select a service provider.
The First Amendment, extending the existing contract by one year will provide staff with the time needed to complete and advance the appropriate procurement process, while ensuring the continued professional management of the Parkade.
