The People’s Business – January 30, 2024
There are two committee meetings this week. A special Rules Committee meeting will take place on Wednesday afternoon, which will feature a review of a ballot measure proposal by the City Attorney as well as the committee’s priorities. Then, on Thursday, the Land Use and Housing Committee will meet, and they’ll discuss a couple of amendments to existing contracts and the committee’s work plan and priorities. At the bottom of this post, you'll find resources to assist and prepare for floods.

Item 1 — Initial Committee Review of a Ballot Measure Proposal by City Attorney Mara Elliott Regarding the Office of the City Auditor and Audit Committee
Council Policy outlines the steps for people to suggest ideas to the City Council to be put on a ballot. These suggestions can come from members of the public, City Council members, the Mayor or Mayor's departments, independent department directors, or a public agency.
This item is the initial discussion of a ballot measure proposal by City Attorney regarding the Office of the City Auditor and Audit Committee for the November 2024 election in accordance with Council Policy.
Item 2 — Adoption of a New Council Policy Establishing a Code of Civil Discourse
On September 20, 2023, the City Attorney’s Office issued a memo that proposed several ethical reforms to strengthen the City’s governance, promote oversight and accountability, increase transparency, and encourage collegiality.
This item is the first in a series of proposed reforms, and the City Attorney’s Office asks the Rules Committee to forward the proposed resolutions establishing a code of civil discourse to the City Council for consideration.

Item 3 — Discussion of the Rules Committee 2024 Priorities
On January 9, 2024, Committee Chair Elo-Rivera issued a memo requesting input on the 2024 Committee priorities to members of the Rules Committee. The 2024 Rules Committee priorities incorporate feedback received from Committee Members and will be discussed in a public meeting. The Chair will then provide a work plan for the Committee’s work throughout the year.

Item 1 — Fourth Amendment to Agreement with C&S Engineers, Inc (H166649) for Airport Master Plan Studies for Montgomery-Gibbs Executive and Brown Field Airports
Approving this action will amend the Consultant Agreement with C&S Engineers, Inc. to extend the term of the agreement from December 31, 2023, to December 31, 2025. This extension will provide additional time to update the Program Environmental Impact Reports for the Airport Master Plan studies for the Montgomery Gibbs Executive and Brown Field Airports and update the Airport Layout Plan for Brown Field Airport to accommodate proposed development changes.

Item 2 — Fourth Amendment to the Agreement with NAMI San Diego for the Alliance Program
In December 2022, the City of San Diego entered into an agreement with National Alliance on Mental Illness (NAMI) San Diego to serve as the program operator for the Alliance Shelter located at the Old Central Library in Downtown San Diego.
This item is to execute a fourth amendment to the agreement with NAMI San Diego for the Alliance Program to increase the contract amount for the operation of the overnight shelter at the Old Central Library in Downtown San Diego.
Item 3 — Fourth Amendment to the Lease for 9370 Chesapeake Drive, San Diego, CA between Ruffin-S.D., LLC, and the City of San Diego
The proposed Fourth Amendment to the Lease dated August 3, 2007, between Ruffin-SD LLC and the City of San Diego to add 4,706 square feet to the existing Lease for office space located at 9370 Chesapeake Drive, San Diego, CA to be used by the Stormwater Department and extending the term of the Lease for an additional six years to May 31, 2030.
Item 4 — 2024 Land Use and Housing Committee Work Plan
This is an informational item to review and discuss the 2024 Land Use and Housing Committee Work Plan. The Work Plan was drafted with the input of the Committee Members and members of the public.

Item 5 — Informational Report: Analysis of Residential Evictions in the City of San Diego
Councilmember Lee, Chair of the Land Use and Housing Committee, requested an informational report and presentation to the Committee about the San Diego Housing Commission’s study of eviction trends in San Diego.
The findings from this study could be used to assess and possibly enhance the City of San Diego's current initiatives aimed at preventing evictions and ensuring housing stability. These initiatives include the Residential Tenant Protections Ordinance, as well as programs like the Eviction Prevention Program and the Housing Instability Prevention Program, both managed by the Housing Commission.
