Item 604 – Performance Audit of Fire-Rescue Overtime

The San Diego Fire-Rescue Department’s public safety service is crucial and one of the City of San Diego’s top priorities. Fire-Rescue uses overtime to ensure it can respond to emergency fire and medical calls 24 hours a day, 365 days a year.

We conducted a performance audit with three objectives:

  1. Determine what factors contribute most to Fire-Rescue’s overtime costs and if there are opportunities to reduce costs;
  2. Determine if Fire-Rescue’s current staffing model is optimized to meet its service-level requirements;
  3. Determine if there are opportunities to improve the overtime budgeting process.

Fire-Rescue manages its staffing model, work limits, and overtime tracking well. However, we found opportunities to improve its overtime budgeting and staffing projections.

The report includes 3 findings and 6 recommendations. The Fire-Rescue Department agreed to all 6 recommendations

Item 608 – Resolution of the Council of the City of San Diego in Opposition to Unnecessarily Aggressive and Excessive Tactics used by Federal Immigration Enforcement Authorities Throughout the United States and in Support of Litigation Seeking to Curb and Prevent these Atrocious Actions

This item would adopt a Resolution outlining the Council’s adamant opposition to the seemingly inhuman, unjust, and constitutionally suspect actions taken at the behest of the Trump Administration and the Department of Homeland Security, including agents with U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, and other federal agencies, operating under Executive Order 14159 or similar administrative directives.

The Resolution also supports the efforts of the States of Minnesota and Illinois to redress the actions of the Trump Administration’s aggressive and unjust immigration enforcement tactics and authorizes the Office of the City Attorney to file or join in amicus curiae briefs, or take alternative actions, supporting the Minnesota and Illinois lawsuits filed on January 12, 2026.
