Happy Lunar New Year!  We wish you a happy, healthy and prosperous Year of the Tiger.  The Council will consider an amendment to the temporary rules of Council which allows larger groups to make public comment at meetings.  Councilmembers will also decide whether to extend the implementation day for the Short-term Vacation Ordinance.

The Council will consider four consent items including a temporary amendment to the rules of Council.  Item S501 amends the temporary rules and allow the return of group presentations.  Organized presentations will be allowed up to 10 minutes per group to speak, for a total of 40 minutes for organized presentations per item.

Item 30 – San Diego Legion Opening Day celebrates opening day of the fifth season of the San Diego Legion, the region’s Major League Rugby team which has declared its home field at the SDSU Rooftop.


 


Item 31 – Meredith Dibden Brown Day honors a City employee who has dedicated her 30-year career helping San Diego businesses grow and thrive in her efforts in economic development.


 


Item 32 – Beta Pi Sigma Sorority, Inc. Founder’s Day honors Sarah P. Reynolds and Thelma L. Wallace, the founders of the Beta Pi Sigma Sorority which is dedicated to helping youth and has 19 active chapters across the country.

Item 33 – Lunar New Year Day marks the beginning of the new year of the lunisolar calendar and recognizes The Vietnamese American Youth Alliance and Vietnamese Federation of San Diego as they hold the San Diego Tết Festival.


 


 


 


Item S502 – National Biotechnology Month recognizes the biotechnology industry as a major component of San Diego’s economy providing jobs developing vaccines, antibiotics and other drugs.

Front DoorItem 330 - Amend the Short-Term Residential Occupancy (STRO) Implementation Date – This item amends the Short-Term Residential Occupancy Ordinance implementation date to allow for full review and certification from California Coastal Commission (CCC).  At the December 17, 2021 Coastal Commission meeting, an extension of up to one year to review the ordinance was requested by CCC staff and approved by the Commission.  However, the CCC communicated to City staff that they would review the ordinance in Spring 2022.  Once the CCC certifies the ordinance, staff is requesting up to an additional 9 months for the implementation date to take effect.


 


Item 331 - Calling a Municipal Primary Election in The City of San Diego to be Held on June 7, 2022, and Consolidating Elections with the California State Primary Election – The Ordinance and Resolution before the Council are required to call the June 7, 2022 Municipal Primary Election in the City of San Diego and to consolidate the election with the California State Primary Election to be held on the same date.


 


Romero Item 332 - Appeal of the Environmental Determination for 7248 Encelia/7231 Romero CDP/SDP, Project No. 624464 – This item proposes an appeal of Mitigated Negative Declaration for proposed developments which would to allow the demolition of an existing two-story, 5,022 square-foot single family residence at 7248 Encelia Drive that was damaged due to a landslide that took place at 7231 Romero Drive. Single-family residences would then be constructed on each property.  The Encelia property proposes a three-story, 8,641 square-foot single family residence with open carport and site improvements, and the Romero property proposes a three-story, 4,945 square-foot single family residence with 3,267 square foot basement/garage and site improvements.
