Happy New Year! A new year of Council Meetings begins as Councilmembers vote to call primary and special municipal elections to coincide with statewide elections. They’ll also hold a hearing to consider removing a member of the Commission on Police Practices.

Item 200 - Public Utilities FY 2027-2031 Five-Year Financial Outlook
The Public Utilities Department (PUD) Fiscal Year 2027-2031 Five-Year Financial Outlook is provided to guide long-range planning, inform the financial plan for a cost-of-service study and serve as the framework for the development of the Fiscal Year 2027 Proposed Budget for the Water and Sewer Revenue Funds.
The purpose of this report is to provide an overview of the Public Utilities Department’s long-range financial needs and to guide programmatic decisions.
Item 201 - Amendments to Chapter 2, Article 7, Divisions 1, 2, 3, 4, 6, 7, 8, and 9 of the San Diego Municipal Code and the City Clerk Administrative Guidelines All Related to Elections
The San Diego Charter, San Diego Municipal Code, and City Clerk’s Administrative Guidelines establish the requirements and procedures for administering elections in the City of San Diego as a Charter City.
Chapter 2, Article 7, Division 1 through 4 and 6 through 9 regarding candidate nomination processes was last comprehensively updated in 2017. Limited updates were carried out in 2018 and 2023 to address specific issues within the law, but this report outlines amendments as part of our goal to conduct comprehensive reviews of the Elections Code.
This item is to ensure alignment with best practices and California state code, facilitating the seamless consolidation of elections with County and State authorities during election periods.
Item 202 - Calling a Municipal Primary Election and a Municipal Special Election in the City of San Diego to be held on Tuesday, June 2, 2026 and Consolidating Elections with the Statewide Primary Election
The ordinances and resolutions before the Council are required in order to call the June 2, 2026 election in the City of San Diego and consolidate the elections with the California Statewide Primary Election to be held on the same date.
The Ordinances before Council will:
(1) Call a Municipal Primary Election in the City of San Diego to be held on Tuesday, June 2, 2026, for the purpose of electing four Councilmembers to represent Council Districts 2, 4, 6, and 8, pursuant to the requirements of the City Charter, and
(2) Call a Municipal Special Election for the purpose of submitting ballot measures pursuant to the requirements of the City Charter and Municipal Code.
The Ordinances also request that the Municipal Primary Election and the Municipal Special Election be consolidated with the California Statewide Primary Election to be held the same day. The Ordinances provide that the precincts for the respective elections shall be established by the Board of Supervisors and that the vote centers for the election shall be open from 7:00 a.m. until 8:00 p.m. on Election Day.
The Ordinances also authorize the Registrar of Voters of the County of San Diego to canvass returns. The Resolutions before the Council request consolidation of the elections with the California Statewide Primary Election to be held on Tuesday, June 2, 2026; authorize the City Comptroller to reimburse the County of San Diego for the actual and direct cost of the services performed by the Registrar of Voters in connection with the election services; and agree that the City will indemnify the County from any expense and liability incurred as the result of an election contest.
Item 203 - San Diego City Council Hearing on the Removal of Alec Beyer from the District 2 Seat on the City of San Diego Commission on Police Practices
On November 14, 2025, the Interim Executive Director of the Commission on Police Practices Bart Miesfeld notified the Council President that the City of San Diego’s Equal Employment Investigations Office conducted an investigation into a complaint against Commission Member Alec Beyer and found that he violated the City’s Equal Employment Opportunity Policy.
The EEIO’s report on its investigation is dated November 6, 2025. Under San Diego Municipal Code section 26.11061 , the San Diego City Council (Council) may remove a Commission member for good cause.
This item conducts a public hearing under SDMC section 26.1109 to consider the removal of Beyer as the District 2 Representative on the Commission for good cause on the following grounds: Beyer’s conduct impacted the Commission’s effective operations, standing, or independence; violated the Code of Ethics of the National Association for Civilian Oversight of Law Enforcement; and impedes his ability to serve on the Commission impartially and independently.
