Item 200 - State of California Homeless Housing, Assistance, and Prevention Program Round 6 Grant Application

In February 2025, the California Department of Housing and Community Development (HCD) announced the availability of the Homeless Housing, Assistance, and Prevention (HHAP) Program Round 6 (HHAP 6) grant funding.

The City of San Diego’s HHAP 6 allocation is $25,844,167.11. This is an informational item to provide an overview of the draft grant application and welcome input from the City Council, stakeholders, and community members ahead of the application deadline on August 29, 2025.

 

Item 201 - Building a Vision for San Diego’s Civic Center

The Downtown San Diego Partnership and U3 Advisors will share a compelling vision for a reimagined San Diego Civic Center that embraces the aspirations of San Diegans, addresses the City’s needs, and attracts best-in-class industry partners. This vision presentation will offer a guide for future decisions with suggested ingredients; building off previous efforts and informed by everything that was heard from San Diegans. The presentation will explore flexible recommendations for housing, near-term activations, educational partnerships, priorities, and potential phasing.

 

Item S400 - Declare the City-Owned Real Property Commonly Known as the “City Operations Building” (COB) Located at 1222 First Avenue, San Diego, CA (Property), “Surplus Land” Pursuant to California Government Code Sections 54220-54234

This item would declare the City-owned real property commonly known as the “City Operations Building” located at 1222 First Avenue, San Diego, CA, “surplus land” pursuant to California Government Code sections 54220-54234.

The Property is located downtown at 1222 First Avenue and comprises the entire city block bounded by A Street, B Street, First Avenue and Front Street. The building was constructed in 1970 and was primarily used by the Development Services Department. Additionally, the building’s southwest corner houses Fire Station No.1 at the ground level.

This action does not authorize or require the sale or lease of the Property and is solely intended to declare the Property to be surplus land. Any future sale or lease related to the Property will be brought forward for City Council consideration under a separate action.

 

Item S401 - Fifth Amendment to Increase Expenditure Authority for the Cooperative Procurement Contract Between the City of San Diego and Rehrig Pacific Company for Waste Carts, Recycling Carts, Cart Parts, Bins and Related Products and Services

This item would authorize a Fifth Amendment to the Cooperative Procurement Contract between the City of San Diego and Rehrig Pacific Company for Waste Carts, Recycling Carts, Cart Parts, Bins & Related Products and Services.

The proposed action will increase the not-to-exceed authority by $64,719,419.69 for a total contract amount not to exceed $103,526,419.69 to allow:

  • Procurement of new automated refuse and recycling containers for all residential properties serviced by City forces
  • Delivery of approximately 750,000 new trash containers and recycling containers to approximately 226,369 residential properties
  • The pick-up and recycling of approximately 950,000 old trash and recycling containers
