Councilmembers will vote to formally certify the June 2, 2026, election results. They will also consider calling an election to choose four Councilmembers to represent Council Districts 2, 4, 6, and 8. This is the last meeting before the Legislative Recess. Council Offices remain open during this time. The next Committee Meetings will convene on August 19 and 20, 2026. The next Council Meeting will convene on August 24, 2026.

Item 330 – Calling a General Municipal Election in the City of San Diego to be held on Tuesday, November 3, 2026 and Consolidating the Election with the Statewide General Election
The ordinance and resolution before the Council are required in order to call the November 3, 2026 election in the City of San Diego and consolidate the election with the California Statewide General Election to be held on the same date.
The Ordinance before Council will: (1) Call a General Municipal Election in the City of San Diego to be held on Tuesday, November 3, 2026, for the purpose of electing four Councilmembers to represent Council Districts 2, 4, 6, and 8, pursuant to the requirements of the City Charter section 10.
The Ordinance also requests that the General Municipal Election be consolidated with the California Statewide General Election to be held the same day.
Item S505 – Declaring the Results of the June 2, 2026 Municipal Primary Election Held in the City Of San Diego
The Municipal Primary Election was held on Tuesday, June 2, 2026. This item certifies the results of the Municipal Primary Election held on June 2, 2026 as required by San Diego Municipal Code (SDMC) §27.0409, and shown on the attached City Clerk Certificate showing results for Council Districts 2, 4, 6, and 8; as well as Measure A: City of San Diego Non-Primary Homes Tax.
The two candidates, including write-in candidates, who receive the highest number of votes shall be the only candidates for that office for the General Election in November 2026.
If only one candidate qualified for the ballot in the Municipal Primary Election for a particular office, the sole qualified candidate shall be deemed to be, and declared by the City Council to be, elected after the results are certified.
Item S506 – Acceptance of the Stantec Memorandum Modifying the 2025 Water Cost of Service Study, and Authorization to issue the Proposition 218 Notice and to set a Public Hearing Date for a Water Rate Adjustment
This item is requesting that the Council accept the Water Memorandum Modifying the 2025 Water Cost of Service Study (Stantec Memo), and set a public hearing on October 6, 2026 to consider the proposed unitary water rate in the Stantec Memo to bring the City into compliance with the final Patz ruling.
Additionally, staff is seeking authorization to send the Proposition 218 notice as required by law, in the form provided as a draft, regarding the proposed water rate adjustments changing the rate structure from a tiered rate to a unitary rate based on the same total revenue requirement used to establish the previously authorized rate adjustment of up to 14.5% that was scheduled to go into effect on January 1, 2027.
