Item 6 - Approval of an Ordinance Authorizing the Mayor or Designee to Execute the First Amendment to the As-Needed Cooperative Procurement Contract with Motorola Solutions, Inc. for Radio System Infrastructure Network Equipment and Support Services
This item would approve an ordinance to authorize the City of San Diego to execute an amendment to the current cooperative contract with Motorola Solutions, Inc. for the provision of as-needed public safety radio network interoperability communications equipment, and operational support services to extend the term beyond five years, through August 26, 2038 to align with the County of San Diego contract terms and increase the not to exceed amount from $25,000,000 to $50,000,000.
This action would allow the City to continue operational support of the City’s radio network and comply with FCC licensing requirements.
The City maintains a network of mountaintop radio towers, radio dispatch consoles, vehicle and portable radios, and technical infrastructure to provide public safety radio services. These critical radio services are 2 the first line of communication to connect our first responders with our residents and businesses who call for help.
Item 7 - Proposed FY 2026 Statement of Budgetary Principles
The Statement of Budgetary Principles was first put into place in FY 2008 to address issues of budgetary authority and to provide a means to communicate budget changes between the Executive and Legislative branches following budget adoption each year.
For the past eighteen fiscal years, the Principles have been adopted by the City Council shortly after the Appropriation Ordinance, which for the FY 2026 Adopted Budget was approved by the City Council on June 30, 2025.
The Principles represent an annual agreement between the City Council and the Mayor, which we recommend be continued in FY 2026.
Adopt the proposed FY 2026 Statement of Budgetary Principles to designate areas of Mayoral and Council authority, and to establish the processes by which budget and administrative information is communicated between the two branches in order to support the effective and efficient governance of the City.
Item 8 - Biennial Update of the City Debt Policy
In accordance with Resolution No. R-303152 adopted in 2007 and Resolution No. R-308090 adopted in 2013, the City Debt Policy is reviewed every two years and recommended updates are presented to the City Council. This update represents the City Council’s biennial review of the Debt Policy since it was last approved in June 2023 through Resolution No. R-315024.
It includes the City’s projected financing calendar for the upcoming year, along with schedules detailing all outstanding debt and long-term liabilities of the City and its related entities, provided for reference.
Item 9 - Approval of a Resolution to Authorize the City of San Diego (City) to Execute Contracts between the City of San Diego and Ten (10) Vendors to Provide SAP As-Needed Consulting Services
This item would approve a resolution to authorize the City of San Diego to execute contracts between the City of San Diego and 2iSolutions Inc., Deloitte Consulting, EPI-USE, Infojini Inc., Judge Technical Services Inc., Labyrinth Solutions Inc., Oakland Consulting Group Inc., Phoenix Business Inc., Sage Group Technologies Inc., and V3it Consulting to provide SAP As-Needed Consulting Services.
These would support the Department of Information Technology’s Enterprise Resource Planning Division in an amount not to exceed $30,425,000 over the three year base term and two additional one-year options for all 10 contracts. This action is required to ensure the City has available resources for daily operations, system enhancements and support for our SAP enterprise resource planning application.
Item 10 - Contract with IPS Group, Inc for Parking Meters and Related Services
This is a request for approval of an ordinance to award RFP #10090213-25-D for Parking Meters and Related Services to IPS Group, Inc. (IPS). This action would authorize execution of a contract with IPS for an initial five year period, and provide authorization, at the City’s sole discretion, to execute up to five additional one year period(s) for a total contract term of up to ten years. The contract not-to-exceed is $10,122,550 for the initial five-year period, with a total NTE amount of $17,048,600 for ten years.
There are approximately 5,300 metered parking spaces in the City of San Diego. Parking Meter Operations (PMO) within the Office of the City Treasurer is responsible for the installation, removal, repair and maintenance of the parking meters.

Item 2 - Approval of the Joint Use Agreements between the City and San Diego Unified School District for Cadman Elementary, Carson Elementary, Holmes Elementary, Joyner Elementary, Montgomery Middle, and Pacific Beach Elementary Schools.
The item would approve 25-year Joint Use Agreements between the City and the District for joint-use facilities located at Cadman Elementary, Carson Elementary, Holmes Elementary, Joyner Elementary, Montgomery Middle, and Pacific Beach Elementary Schools.
Item 3 - Update on City's Veteran Engagement Efforts
The Committee will receive an informational update about the City of San Diego’s veteran engagement efforts including veteran hiring, addressing homelessness and housing insecurity and Wounded Warrior Project advocacy.

This item requests a public hearing be set to discuss and vote on the 2025 Water Cost of Service Study for the Water System and 2025 Wastewater Cost of Service Study (2025 COSS), as well as a proposal to increase water and wastewater rates to cover capital and operational costs of the Water and Wastewater Systems including pass-through San Diego County Water Authority (SDCWA) charges for water purchases.
Additionally, a draft version of the notice required under California Proposition 218, is provided to obtain public comment and feedback.
The goal of a COS analysis and rate adjustments is to ensure that the utility has financial means to meet operational and capital needs, and that customers are paying their appropriate proportional share of the costs to provide services.

Item 5 - Authorize the use of City Forces for various CIP projects
This item would authorize the use of City Forces to complete three Capital Improvement Projects and expend Capital Improvement Program budget in an amount not to exceed $18,815,000.00 for City Forces Work related expenses.
It would include FY 2025 Transportation Mill & Pave project and FY 2026 Transportation Mill & Pave project which involve street resurfacing and reconstruction. The item also includes and a New Sidewalks Project in Council District 4.

Item 6 - Informational Presentation on the 2025 Regional Plan by San Diego Association Of Governments (SANDAG)
Representatives from the San Diego Association Of Governments will present on updates on the 2025 Regional Plan.
The 2025 Regional Plan is a long-term planning document that is updated every four years to address the transportation, infrastructure, land use, housing and environmental needs of the region. It considers how we will grow, where we will live, and how we will move around the region. It lays out a data-driven vision to achieve the near- and long-term goals of the region and expands transportation options.
Item 7 - IBA Response to Resolution R-315764 Affirming Safety as the Highest Transportation-Related Priority
This item will provide an overview of IBA Report 25-15 Response to Resolution R-314764 Affirming Safety as the Highest Transportation-Related Priority.
Following Council’s adoption of R-315764 “A Resolution Of The Council Of The City Of San Diego To Affirm Safety As The City’s Highest Transportation-Related Policy Priority And Direct The Independent Budget Analyst To Analyze Current Policies and Provide Recommendations Regarding Street Safety, And Related Actions.”, the Office of the Independent Budget Analyst began to review the City’s various policies and meet with stakeholder groups. The results of that review are contained in IBA Report 25-15.
