Item S400 - Adoption of Procedures Under Assembly Bill 2257 Related to Water and Sewer Rate Adjustments, Acceptance of Water and Wastewater Cost of Service Studies, and Authorization to Issue Proposition 218 Notice and Hearing
This item requests a public hearing be set to discuss and vote on the 2025 Water Cost of Service Study for the Water System and 2025 Wastewater Cost of Service Study, as well as a proposal to increase water and wastewater rates to cover capital and operational costs of the Water and Wastewater Systems including pass-through San Diego County Water Authority charges for water purchases.

Item 200 - Appeal of the Environmental Determination 11011 Torreyana Road Project No. PRJ-1058759
The project is an application for a Coastal Development Permit and Site Development Permit to demolish the existing 76,694-square-foot onsite research and development building and associated infrastructure, and construct a 152,080-square-foot, three-story research and development building with supporting infrastructure east of the Torrey Pines Golf Course.
The initial environmental study identified that the proposed project could have a significant environmental effect in the following issue area(s): Historical Resources/Archaeological Resources/Tribal Cultural Resources (archaeological), and Transportation/Circulation.
Therefore, staff determined that a Subsequent Mitigated Negative Declaration was the appropriate tiered document under CEQA Guidelines section 15152(f) and 15070.
