Proclamations

Item 30 – Holly McClurg Day

This item recognizes Holly McClurg who has served the Del Mar Union School District for 16 years, 13 as superintendent.

Item 32 – National Park and Recreation Month

This proclamation celebrates Parks and Recreation as essential public services and stresses the importance of public spaces for communities.

Item S500 – Captain Robert A. Heely Jr. Day.

This item recognizes the Navy Captain who assumed command of Naval Base San Diego in 2023.

 

Consent Agenda

14 items fill the consent agenda including appointments and reappointments to the Senior Affairs Advisory Board, Commission on the Status of Women, Youth Commission, Parks and Rec. Board, and the Citizens’ Equal Opportunity Commission.

 

Discussion Items — to be heard at the 2 p.m. session

Item 330 – Tax, Equity and Fiscal Responsibility Act Resolution for Sea Breeze Gardens Apartments.

This item would adopt a Tax Equity and Fiscal Responsibility Act (TEFRA) resolution approving the supplemental issuance of tax-exempt Multifamily Housing Revenue Bonds in an aggregate amount not to exceed $7,500,000 to facilitate Sea Breeze Gardens Preservation LP’s rehabilitation of Sea Breeze Gardens Apartments at 4802-4890 Logan Avenue in the Chollas Valley neighborhood in Council District 4.

The complex will consist of 266 units that will remain affordable for 55 years for families earning 30 percent to 60 percent of the San Diego Area Median Income, one of which is a restricted manager’s unit, and two unrestricted managers’ units.

The proposed rehabilitation with supplemental allocation will be in excess of the repairs categorized as immediate and short-term (one to three years) within the Physical Conditions Report, as the developer is proposing approximately $28.5 million of renovations to extend the property’s useful life and preserve the affordability term for a new 55 years.

 

Item 331 – Authorization for the Public Facilities Financing Authority of the City of San Diego Senior Water Revenue Bonds, Series 2025A Preliminary Official Statement

This resolution will authorize the form of Preliminary Official Statement and Official Statement and other actions in connection with the Public Facilities Financing Authority of the City of San Diego’s issuance and sale of its 2025A Senior Water Revenue Bonds.

These bonds would finance the Water Utility’s Capital Improvement Program projects, including paying the outstanding Water Revenue Commercial Paper notes used to provide interim financing for such projects.

 

Item 332 – 1606 Market Street Gas Station - Appeal of Environmental Determination Project Number PRJ-1102575

This is an appeal by Robin Madaffer, Esq. of San Diego Land Lawyers (Appellant) on behalf of Joseph Brikho (Applicant) of the environmental determination made for the 1606 Market Street Gas Station.

The applicant proposes an expansion and upgrade of an existing previously conforming automobile service station, including a 820-square feet addition to the existing convenience market to add new food and beverage tenant with drive-through service, on the 19,034 square-foot site.

Following multiple review cycles, a number of issues, primarily identified by the Development Services Department’s Transportation Development staff, were never resolved by the Applicant. These unresolved issues are based on the proposed vehicular access and circulation design of the site and its resulting potential conflicts on pedestrian, bicycle, and transit mobility.

DSD cannot support the Project with unresolved issues and an incomplete analysis with respect to the proposed vehicle access driveways and consequently, cannot make the findings necessary for the requested deviations from the SDMC.

An appeal of the Environmental Determination was filed on April 7, 2025.
