The People’s Business – July 28, 2025

Councilmembers will consider a lease agreement for the property at 101 Ash to turn the office building into 247 affordable housing units, commercial space and childcare facilities. They will also hear a biennial update of the City’s Debt Policy.  This will be the last Council meeting before the summer legislative recess, with meetings resuming in September.

Proclamations

Item 30 – Purple Heart Day

This proclamation honors the legacy of the Purple Heart award and those heroes who have received them.

 

Item 31 – San Diego Taiwan Festival Day

This item recognizes the festival which allows people to immerse themselves in Taiwanese culture and customs.

 

Item 32 – Coats' Disease Awareness Day

This proclamation seeks to raise awareness of this debilitating eye disease that afflicts infants, young children, teenagers, and adults as well.

 

Item 33 – PandaNme Day

This item recognizes the company that embodies the spirit of unity, innovation, and perseverance.

 

Item 34 – Dr. Joseph Caperna Day

This proclamation celebrates a doctor who has dedicated his life to advancing health, compassion, and dignity through his decades of service as a physician, educator, and advocate.

 

Item 35 – World Ranger Day

This item honors the courageous park rangers who protect our natural treasures, commemorates those who have lost their lives in service to conservation, and marks the founding of the International Ranger Federation.

 

Item 36 – Cheryl Willis Day

This proclamation celebrates the public servant who is retiring after 35 years of work at the City of San Diego.

 

Item S509 – Afghanistan 106th Independence Day

This item commemorates the nation’s sovereignty through the Anglo-Afghan Treaty of 1919 and recognizing Afghanistan’s Independence Day in San Diego empowers Afghan and Afghan American residents.

Item 330 – Biennial Update of the City Debt Policy

In accordance with Resolution No. R-303152 adopted in 2007 and Resolution No. R-308090 adopted in 2013, the City Debt Policy is reviewed every two years and recommended updates are presented to the City Council.

The City’s Debt Policy was first adopted in 2007, pursuant to Resolution No. R-303152, to guide the City in its financial decision making and to provide strong debt management practices by establishing key guidelines and targets.

In addition to laying out the City policy on how, what, and when it uses various debt instruments, the document is also both an educational reference, providing insight into types of debt financing tools and appropriate borrowing terms, as well as a procedural reference for staff on various topics such as the financial disclosure and approvals process and Special Districts formation procedures.

Item 331 – A Resolution of the Council of the City of San Diego Adopting a Finding Pursuant to Public Resources Code Section 5386(B)(3) that Existing Permitting Requirements Apply to All Water-Based Instructional Activities and Are Necessary to Address City Liability

In January 2025, the final version of Assembly Bill 2939, codified in California Public Resources Code sections 5385 and 5386, took effect.

The stated purpose of AB 2939 is to simplify access to parks and beaches owned, operated, or managed by a “local entity” (a city, county, or city and county that owns, maintains, or operates a local park) for an “eligible entity” such as a qualified non-profit public benefit corporation with the mission of increasing equity in outdoor access.

The California legislature allows the governing body of a “local entity” to adopt requirements for eligible entities if it first makes a finding that different requirements are necessary for eligible entities than for the public.

This item would adopt a resolution would require eligible entities that also conduct water activities to comply with existing requirements of the City’s Non-Profit Surf Camp Program operated by the Parks and Recreation and Fire-Rescue departments.

 
Item 332 – Request Approval of the Ground Lease Disposition Agreement Between the City of San Diego and 101 ASH VENTURE LP, a Limited Partnership to be Controlled by MRK Partners, Inc. and MKAFF Housing, LLC for the City-Owned Property Located at 101 Ash Street, San Diego

This item requests approval for the Ground Lease Disposition Agreement which includes a Ground Lease Agreement and other transactional agreements, between the City of San Diego and a Limited Partnership to be formed and controlled by MRK Partners, Inc. and MKAFF Housing, LLC. This would authorize development of a mixed-use project, including affordable housing units, on the City-owned property at 101 Ash Street, San Diego, CA
