Councilmembers will consider an appeal of the Planning Commission’s approval of a project in the Emerald Hills Area. The appellant is appealing the environmental determination of the project. They will also vote on reappointments to the Senior Affairs Advisory Board.

There are nine items on the Consent Agenda including reappointments to the Senior Affairs Advisory Board and declaring a continues State of Emergency from raw sewage and waste in the Tijuana River Valley.

Item 331 – Appeal of Planning Commission (Process 4) Decision of the Emerald Hills Project, 5702 Old Memory Lane, Project No. PRJ-1107880
Appeal of the Planning Commission’s decision (Resolution PC-5363) to APPROVE a Vesting Tentative Map, Site Development Permit, Neighborhood Development Permit, and a Neighborhood Use Permit for the Emerald Hills Project (Project) to allow the subdivision of an existing 31.18-acre site into 130 lots for a residential development consisting of 123 single dwelling units (including 13 affordable dwelling units), seven (7) private open space lots to include four (4) pocket parks, and associated improvements located at 5702 Old Memory Lane within the Encanto Neighborhoods Community Planning area.
The appellant in the submitted appeal form (DS-3031) selected the type of appeal as “Appeal of the Environmental Determination.” San Diego Municipal Code (SDMC) Section 112.0520(a) states that an appeal can be made of an environmental determination, which is defined in SDMC Section 113.0103 as “a decision by any non-elected City decision maker, to certify an environmental impact report, adopt a negative declaration or mitigated negative declaration, or to determine that a Project is exempt from the California Environmental Quality Act (CEQA) under State CEQA Guidelines 15061(b).”
The revised Report to the Planning Commission No. PC-25-0533 includes the specific background and analysis of the Emerald Hills Project, and necessary findings by which City staff recommended approval of all required entitlements for the Project.
