Item 1 – Approval of Committee Minutes
Item 2 - Approval of the Second Amendment to the Agreement between the City of San Diego and Revelation Software Concepts for Rev-Trac software licensing, maintenance, and support
This action requests approval of an ordinance authorizing the Mayor or his designee to execute the Second Amendment to the Agreement between the City of San Diego and Revelation Software Concepts for Rev-Trac software licensing, maintenance, and support to extend the term for an additional five (5) years, through November 16, 2031, and to increase the not-to-exceed (NTE) amount by $585,000 for a total contract not-to-exceed amount of $1,625,000.
This action is required to ensure the City remains licensed and fully supported to use Rev-Trac software and to have the ability to engage Revelation Software Concepts for application support services as needed.
The City’s Enterprise Resource Planning system, also known as SAP, supports a wide range of essential Citywide operations, including budget development and monitoring, financial reporting, internal dashboards, human resources and personnel management, timekeeping and payroll, employee benefits, procurement and inventory, accounts payable and receivable, water‑utility management and billing, training administration, grant management, and infrastructure and asset management.

Item 3 - Proposed FY 2027 Statement of Budgetary Principles
The Statement of Budgetary Principles was first put into place in FY 2008 to address issues of budgetary authority and to provide a means to communicate budget changes between the Executive and Legislative branches following budget adoption each year.
For the past nineteen fiscal years, the Principles have been adopted by the City Council shortly after the Appropriation Ordinance (AO), which for the FY 2027 Adopted Budget was approved by the City Council on June 23, 2026. The Principles represent an annual agreement between the City Council and the Mayor, which we recommend be continued in FY 2027.
This item would adopt the proposed FY 2027 Budgetary Principals.
Item 4 - Exemption of a Program Coordinator position in Department of Information Technology from Classified Service
This item would authorize an ordinance exempting one Program Coordinator position from the Classified Service.
The new Program Coordinator position is included in the FY2027 budget as a budget reduction measure to reduce contractual spending and insource the duties with City staff in the Department of Information Technology, saving $145,000 annually.
This Program Coordinator position will administer and oversee cybersecurity policies and controls that govern the security management of information systems across all City departments.
Item 5 - Approval of the Fourth Amendment to the Agreement between the City of San Diego and the San Diego Futures Foundation to provide accessible, community-based digital skills training through the Digital Literacy Program
This item requests the approval to execute the Fourth Amendment to the non-profit Agreement between the City of San Diego and the San Diego Futures Foundation (SDFF) for accessible, community-based digital skills training through the Digital Literacy Program, to extend the term for up to an additional five years, through May 17, 2032, and to increase the not-to-exceed (NTE) amount by $185,000 for a total contract NTE of $1,485,000.
Item 6 - User Fees to Support the Office of Labor Standards and Enforcement
The Office of the City Treasurer requests approval for four user fees to support the Office of Labor Standards and Enforcement. The proposal includes a re-evaluation of the existing Citywide Minimum Wage Enforcement Fee and establishment of three new fees: the Hospitality Minimum Wage Enforcement Fee, the Traffic Control Worker Minimum Wage Enforcement Fee, and the Compliance System Usage Fee. Each fee is proposed as a Category I full cost-recovery fee under City Council Policy 100-05.
Item 7 - Authorization to enter into and sign the First Amendment to the Cooperative Procurement Contract with Nixon Egli Equipment Co. for the purchase of Wirtgen America, Inc. Roadway Paving Equipment
The Department of General Services, Fleet Operations Division (“Fleet” or “Fleet Operations”) operates and maintains a fleet of approximately 5,100 vehicles and equipment to support all City of San Diego services and is responsible for the maintenance, repair, acquisition, and replacement of the City's fleet.
This item would authorize the First Amendment to the Cooperative Procurement Contract Between The City Of San Diego And Nixon Egli Equipment Co. for the purchase of Wirtgen America, Inc. Roadway Paving Equipment on an as-needed basis (Contract No. 60000021-25-0).
Nixon Egli Equipment Co. is an authorized distributor for Wirtgen America, Inc. Fleet requests additional funding in the amount of $1,200,000, increasing the current contract not to exceed amount from $3,000,000 to a new total not to exceed amount of $4,200,000.
The Parties wish to amend the Contract to expressly include Contractor’s obligation to comply with the City’s Due Process and Safety Ordinance, and otherwise modify the Contract under the terms and conditions contained in the First Amendment to the Contract.
The Parties also wish to exercise the additional one-year option period, extending the contract term through August 1, 2027.

Item 2 - Studio 15 Apartments - Assignment, Assumption and Amendment to Loan Documents
The proposed Assignment, Assumption and Amendment to Loan Documents, between the City of San Diego, Studio 15 Housing Partners, L.P., and Studio 15 II, L.P., supports the rehabilitation of the Studio 15 Apartments, an affordable housing project located at 1475 Imperial Avenue in the Downtown San Diego Community Plan Area.
The Project includes renovating the existing 275 residential units, including combining two studio units into one one-bedroom unit, resulting in 274 total residential units, with 272 studio units affordable to extremely-low-income (30% AMI) to low income (60% AMI) households.
The rehabilitation results in an average affordability level of 52% AMI. The item extends the original and secondary loan terms and the affordability restrictions by five years to 2069 with no additional funding from the City or from the San Diego Housing Commission.

Item 2 - Authorization to execute a Relinquishment Agreement between the City and Caltrans for the transfer of Caltrans-owned land on the east side of SR-15 at El Cajon Blvd. and Adams Ave. to construct the Central Avenue Bikeway
Adopt a resolution declaring that the execution of a Relinquishment Agreement with Caltrans is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Existing Facilities) which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, and declare that the Council of the City of San Diego has determined that an exception to the exemption as set forth in CEQA Guidelines Section 15300.2 would not apply.
Item 3 - Authorization to Grant a First Amendment to Overhead and Underground Electrical Easement to San Diego Gas & Electric Company along portions of Old Sea World Drive between W. Mission Bay Drive and Interstate 5 within Mission Bay Park (a portion of APN 435-480-17)
Authorization to amend an existing overhead and underground electrical easement agreement with San Diego Gas & Electric Company (SDG&E) within Mission Bay Park. The amendment expands the existing easement area by approximately 31,896 square feet to accommodate SDG&E’s TL611 direct buried cable replacement project along Old Sea World Drive.
The City of San Diego owns the subject property located within Mission Bay Park, a dedicated public park governed by the Mission Bay Park Master Plan. The existing easement, recorded in 2019 and attached as Attachment A, allows SDG&E to operate and maintain electrical transmission and distribution facilities across portions of the property. The proposed First Amendment, expands the easement area to accommodate the TL611 cable replacement project

Item 4 - Approval of an Agreement with Rowe Solutions, Inc. to Provide Meal Delivery Services
On December 8, 2025, the City released a Request for Proposal (RFP), No. 10090426-26-V, for meal delivery services for homelessness shelters and programs on an as-needed basis. Following the competitive RFP process, Rowe Solutions, Inc. was selected to serve as the vendor.
This item requests authorization to execute a one-year agreement with four one-year option periods with Rowe Solutions, Inc. to prepare and deliver meals for City-funded shelters and programs.
Item 5 - Authorize a 50-year Ground Lease between the City of San Diego and the San Diego Unified School District for City-owned real property located in Balboa Park at 3366 Park Boulevard, San Diego, CA 92103, for the operation of a performing arts auditorium
This item proposes a Ground Lease between the City of San Diego (City) and the San Diego Unified School District (SDUSD) for 0.288 acres of City-owned real property. The proposed Lease has a term of 50 years and allows SDUSD to operate a performing arts auditorium as a part of the Roosevelt Middle School, supporting educational, recreational and cultural uses.
The Lease also includes a license that requires SDUSD to maintain the adjacent City-owned landscaped real property at the corner of Zoo Drive and Park Blvd.
