Rules Committee meeting is the only meeting of the week. Members will consider changes to the composition of the Disclosure Practices Working Group. They will also consider initiating a new Council Policy to streamline and facilitate private offers to fund the development and construction of infrastructure projects on public property.

Item 1 – Approval of Committee Minutes
Item 2 - Update the Composition of the Disclosure Practices Working Group
This item seeks to amend the San Diego Municipal Code to update the composition of the Disclosure Practices Working Group (DPWG).
The Office of the City Attorney proposes adding the Department of Finance Director to give a financial and operation perspective on the city. The City Attorney’s Office also proposes adding flexibility to allow the Chief Financial Officer and the Deputy City Attorney for finance and disclose to name designees, which provides flexibility in achieving quorum for DPWG’s review of important City Financial Disclosures.
Item 3 - Authorization to enter into and sign a Contract with CivicPlus, LLC for a Public Records Request Management Solution for the City of San Diego
This item seeks to approve a contract between the City of San Diego and CivicPlus LLC for an online Public Records Request Management software solution.
The contract would have a term of five years plus an additional five, one-year options to renew for a total of up to ten years for an amount not to exceed $879,288.34 through the initial term and optional extensions in support of a records management solution if approved by City Council by ordinance.
The existing agreement expires on December 31, 2025, and this Contract, upon being approved, will be effective on January 1, 2026.
Item 4 - Creating a New Council Policy for Public Improvements by Nonprofits
This item requests that the Council President’s Office work with the City Attorney’s Office, Mayor’s Office, and relevant City departments to bring a Council Policy and, if needed, associated Municipal Code changes related to public improvements by nonprofits for City Council consideration.
On occasion, the City receives external offers to privately fund repair, construction, and upgrades to public infrastructure. These offers have included proposals for transportation improvements, beautification or art installations, and replacement or addition of park equipment.
Fully leveraging private resources, with little or no public dollars, is beneficial to achieve shared community goals, however, formal authorization by participating parties and a clear approval process would aid both City departments and nonprofit organizations.
