Item 200 - Fiscal Year 2026 Maintenance Assessment Districts Annual Reports for Parks & Recreation Department

The City of San Diego Maintenance Assessment District (MAD) Procedural Ordinance requires that the City Council approve an annual report for each respective MAD for each fiscal year, except the first year, for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the Engineer's Report.

This action is to approve the Fiscal Year 2026 Annual Reports for each of the 54 MADs administered by the Parks and Recreation Department prior to the County of San Diego enrollment deadline of August 10th.

Item 201 - Fiscal Year 2026 Maintenance Assessment District Annual Reports for Economic Development Department

The City of San Diego Maintenance Assessment District (MAD) Procedural Ordinance requires that the City Council approve an annual report for each respective MAD for each fiscal year, except for the first year, for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the Engineer's report.

This action is to approve the Fiscal Year 2026 Annual Reports for the MADs administered by the Economic Development Department prior to the County of San Diego enrollment deadline of August 10th.

The Economic Development Department currently administers 10 of the 64 MADs located throughout the City of San Diego: Adams Avenue, Barrio Logan, Central Commercial, City Heights, College Heights, Greater Hillcrest, La Jolla, Little Italy, Newport Avenue, and North Park.

 

Item 202 - Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) Regulation Amendments to the San Diego Municipal Code and Local Coastal Program Amendment

The City Planning Department is bringing forward amendments to the City’s Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) regulations to align the San Diego Municipal Code with state law and incorporate revisions requested by the California Department of Housing and Community Development (HCD).

The proposed amendments address ADU and JADU regulations, including minimum and maximum unit size, conversions, rental terms, the number of permitted units, the removal of tree requirements, setbacks, replacement parking and owner-occupancy requirements.

The City Planning Department is also proposing amendments to ADU setback requirements in High and Very High Fire Hazard Severity Zones.

The proposed amendments also include a modification to remove eligibility for the ADU Home Density Bonus Program in the RS-1-1, RS-1-2, RS-1-3, RS-1-4, RS-1-8, RS-1-9, RS-1-10 and RS-1-11 base zones, which would remove approximately 25,698 acres from program eligibility.

Additionally, 82,970 acres would remain eligible for the program, including 38,583 acres within the Sustainable Development Area (SDA) and 44,387 acres outside the SDA.

Other proposed amendments to the ADU Home Density Bonus Program include requirements related to development scale through a unit cap, evacuation route access, automatic fire sprinkler installation, parking requirements for developments located outside of a Transit Priority Area, increased penalties for violations and the introduction of new community enhancement fees.
