The People's Business - June 14, 2021

The second City Council Meeting of the week will feature discussion on the budgets for recreation centers and the Tourism Marketing District.   The Council will also address the proposed development on a former golf course in Rancho Peñasquitos.

City Council Meeting – June 15, 2021

 

Due to unforeseen circumstances in scheduling, Councilmembers will have an extended recess after public comment on the Closed Session Agenda.  They will enter closed session at 1 p.m. and address the Open Session Agenda at 1:30 p.m.

 

16 items are listed on the consent agenda including multiple agreements with contractors, Conflict of Interest code for the Office of the Commission on Police Practices and appointments to the International Affairs Board.

 

The Council will consider four ceremonial proclamations including World Environment Day and Angela de Joseph Women of ROAR DayGeorge N. Biagi III Day honors a man who has faithfully served the residents of San Diego for many years.  A proclamation for Juneteenth Day in the City of San Diego will commemorate the oldest known celebration of the end of slavery.

Los Penasquitos LagoonAuthorize the Execution of the Peñasquitos Watershed Management Area Los Peñasquitos Phase I Lagoon Restoration Sediment TMDL Cost-Share Agreement – Item 333 - This item seeks to authorize a cost-share agreement between the City of San Diego, City of Del Mar, City of Poway, and the County of San Diego.  The Los Peñasquitos Lagoon is a State Marsh Natural Preserve that provides critical coastal habitat for wetland species and ecosystem services to surrounding areas.  As a result of urban pressures, half of Lagoon’s historic salt marsh habitat has been lost and the Lagoon was placed on a list for impairment due to sediment and siltation.  The above-mentioned cities will implement lagoon restoration and comply with maximum sediment load relations.

 

Authorize a Sole Source Consultant Services Agreement with the Los Peñasquitos Lagoon Foundation – Item 330 – This item proposes approving a consultant services agreement with Los Peñasquitos Lagoon Foundation for expert support for the City of San Diego’s Los Peñasquitos Lagoon Restoration Project.

 

CGI LogoApproval of the Master Services Agreement Between the City of San Diego and CGI Technologies and Solutions, Inc. for Application Development, Maintenance, and Support Services – Item 331 – This item requests authorization for the Mayor’s office to execute an agreement with CGI Technologies and Solutions, Inc.  The company would help the city modernize and enhance a growing portfolio of digitized services, including last year’s transition to 100 percent online permitting in the Development Services Department.

             

Approval of a Master Services Agreement Between the City of San Diego and Zensar Technologies, Inc for Workplace and Enterprise Compute Services as a Result – Item 332 – This item requests authorization for the Mayor’s office to execute a Master Services Agreement with Zensar Technologies, Inc.  Zensar will contract Enterprise Compute Services and Workplace Services for server storage, cloud support and IT services.

             

SDTMD LogoApproval of the Fiscal Year (FY) 2022 San Diego Tourism Marketing District Report of Activities - Item 334 –   This item seeks to approve the FY 2022 Tourism Marketing District (TMD) Report of Activities with an anticipated budget of $39,307,851.  Funding sources for this budget figure include anticipated assessments for FY2022 of $26,668,897, projected TMD interest and penalties to be accrued in FY2022 of $50,000; carryover of administrative and other budgeted funds from previous years of $12,588,954.

 

Approval of Agreement to Retain Buchalter APC to Provide Continuing Legal Services for Insurance Coverage Recovery on De Anza and 101 Ash Street Matters – Item 335 - The City Attorney’s Office requests authorization to retain Buchalter APC to provide continuing legal services to the City of San Diego related to the De Anza Cove litigation and 101 Ash Street matters.

 

FCaesar chavez Community CenterY 2022 Recreation Center Fund Budgets – Item 336 – This item seeks City Council approve of the FY 2022 proposed budget for Recreation Center Funds which allow for recreation programs, maintenance and events to take place.  The budget was developed by Parks & Recreation Department staff and incorporated community recreation group recommendations.

 

Junipers Site Map

The Junipers Project – Item 337 - The Project proposes conversion of a closed golf course property into a 536 housing unit 55+ community of attached and detached homes in the Rancho Peñasquitos Community Plan area.  It includes 81 affordable homes for low-income senior households and requires rezoning, Planned Development Permit, Rescinding a Conditional Use Permit for the golf course and other actions.  The project site encompasses over 112 acres at Peñasquitos Drive and Carmel Mountain Road.

 

 

 

Del Mar EstatesAppeal of the Del Mar Highlands Estates Amendment – Item 338 - This item was brought before the council previously to give the involved parties an opportunity to come to an agreement.  This is an appeal of the Planning Commission’s decision to approve Site Development Permit No. 2388324 and Planned Development Permit No. 2388324 also known as the Del Mar Highlands Estates Amendment Project.  Derby Terrace, LLC, which owns property near the project has filed an appeal saying the new project design will result in the removal of parking spaces which will leave Derby in violation of the Municipal Code.
