There are 14 items on the Consent Agenda including a resolution to support a number of bills in the state legislature aimed at lowering the cost of utility bills.

Item 330 – Authorize the Award and Execution of a Sole Source Contract with AtomAI Solutions, Inc
The Transportation Department requests approval to replace the current expiring cooperative contract with a ten year sole-source agreement with AtomAI, Inc. for the use of their Right of Way Coordination software application, also including data hosting for an amount not to exceed $1,350,000.00, from the General Fund, for Atom Solutions, AI, Inc. to continue the use of Coordinate (dotMaps) Right of Way Coordination software application.
The project coordination tool is designed to help City departments and utility companies better visualize, plan, and synchronize capital and external projects in the Right of Way.
Item 331 – Second Amendment to the As-Needed Transportation Engineering Services Agreement with Kimley-Horn and Associates (H186985)
This Council action authorizes Second Amendment to the As-Needed Transportation Engineering Services contract with Kimley-Horn and Associates (H186985), to increase the duration of the contract, with no change to the contract amount
The City entered into an as-needed professional services agreement with Kimley-Horn and Associates on August 23, 2019. A First Amendment was approved by Council for the extension of this contract to complete 8 specific tasks extending this contract from 60 months to 84 months, expiring August 23, 2026. This agreement provides civil engineering design services for Capital Improvement Projects that include, but are not limited to, the preparation of construction drawings, contract documents, and various reports and providing engineering services during construction through project close-out.
Item 333 – Authorization for the Public Facilities Financing Authority of the City of San Diego Senior Water Revenue Bonds, Series 2026A Preliminary Official Statement.
On March 11, 2026, the City Council adopted Ordinance O-22075, authorizing the issuance of the 2026A Water Revenue Bonds in a principal amount not to exceed $150 million to support the ongoing Water System capital program.
The funds will pay down outstanding Subordinated Water Revenue Commercial Paper Notes (CP Notes), of which approximately $111.2 million is currently outstanding, and finance an additional $28.8 million in expected near-term capital costs to be incurred by bond closing.
This action will authorize the form and distribution of the Preliminary Official Statement (POS) and the execution, delivery, and distribution of the Official Statement (OS) for the Public Facilities Financing Authority of the City of San Diego (PFFA) Senior Water Revenue Bonds, Series 2026A (2026A Water Revenue Bonds).
The POS is a document that provides information that potential investors would consider important in an investment decision relating to the 2026A Water Revenue Bonds. The OS is the finalized version of the POS, completed after the bond sale
