Budget and Government Efficiency is the only committee meeting this week. Members will consider the Appropriation Ordinance which sets the level at which the Mayor and Chief Financial Officer control operational and capital project expenditures.

Item 1 – Approval of Committee Minutes

 

Item 2 - Approval of an amendment to a sole source contract with Accela, Inc. for cloud-based permit System Hosting and Maintenance, extending the contract for up to three additional years

This action would authorize an amendment to sole source contract #4158 with Accela, Inc. for a cloud-based permitting system. The amendment would increase the contract term for a period of not more than three years and that the extension’s not-to-exceed amount is $5,537,307.40.

 

Item 3 - Authorization to Enter into an Agreement with HdL Companies for Sales, Transaction and Use Tax Audit and Recovery, and Information Services

On March 17, 2025, the City issued a Request for Proposal (RFP) for sales and use tax audits and reporting services. The City received proposals from two unique responders for this RFP. Both proposers were qualified to handle the required services for the City.

The purpose of the consultant's sales and use tax audits and reporting services is to maximize the City's sales, transactions and use tax revenues and minimize lost sales, transactions and use tax revenues by detecting and documenting misallocations of sales and use tax activity.

This action would authorize the 5-year agreement between the City and HdL Companies, to provide sales and use tax audits and reporting services for a contingency fee on new sales and transaction use tax revenue recovered by the consultant. Reporting services are covered complimentary at zero cost to the City.

 

Item 4 - Fiscal Year 2026 Appropriation Ordinance

The Appropriation Ordinance (AO) sets the legal levels at which the Mayor and Chief Financial Officer (CFO) control operational and capital project expenditures. Pursuant to Section 69 of the Charter of the City of San Diego, the AO shall be adopted by the City Council no later than June 30. Authorities are requested to allow for the financial transactions required to conduct the affairs of the City throughout Fiscal Year 2026.

This item would approve the Fiscal Year 2026 Appropriation Ordinance.
