The City Council will consider overriding all or parts of the Mayor’s line item veto of the City’s budget passed by the Council on June 10, 2025. On June 18, 2025, the Mayor vetoed certain Council modifications to the Budget. The Council has five business days within which to override by two thirds vote any vetoes or modifications to the approved budget made by the Mayor in accordance with Charter.

Item S400 – Consideration of a Council Override of the Mayoral Veto of the Resolution of the Council of the City of San Diego Approving the FY2026 Budget

On June 10, 2025, the City Council voted to approve the Mayor's Proposed Budget, as modified by the May Revision, including the recommendations in the Independent Budget Analyst’s 25-18 IBA Recommended FY26 Budget Mods & Review May Revision, with the specific additions detailed and provided in the motion made by Councilmember Foster titled “Councilmember Henry L. Foster III Approval of the City’s FY 2026 Budget”.

On June 11, 2025, the FY 2026 Budget was delivered to the Mayor to approve, veto, or modify any line item approved by the Council. On June 18, 2025, the Mayor vetoed certain Council modifications to the FY 2026 Budget. Under Charter section 69(h), the Council has five business days within which to override by two thirds vote any vetoes or modifications to the approved budget made by the Mayor in accordance with Charter section 69(g).

This item would override all or certain modifications made by the Mayor by line item veto to the City's FY 2026 Budget as modified and adopted by the Council.
