Consent Agenda
There are nine items on the Consent Agenda including appointments to the Homelessness Revenue Account Citizens Oversight Committee, Board of Building Appeals and Advisors, and an Honorary Street Name: Honoring Dr. Walter G. Wells on 47th Street from Logan Avenue to Imperial Avenue.

Item 330 – City-Provided Residential Solid Waste Management Services Implementation Update
This item presents informational updates on key areas of City-provided residential Solid Waste Management Services program implementation since the adoption of the Solid Waste Management Fee in June 2025, including customer portal and new container roll-out, financial assistance program, community outreach, upcoming program developments, and Solid Waste Management Fund outlook.
Item 331 – Fiscal Year 2027 Tax Rate Ordinance for the Maintenance of Zoological Exhibits
This item requests adopting an Ordinance which sets the tax rate for funding the maintenance of zoological exhibits in Balboa Park. The tax levy for Zoological Exhibits Maintenance is $0.005 per $100 of assessed valuation.
Funding is appropriated in the Fiscal Year 2027 Adopted Budget for Zoological Exhibits Maintenance in the amount of $22,801,395.
Item 332 – Fiscal Year 2027 Tax Appropriations Limit (Gann Limit)
This item would establish the Fiscal Year 2027 Tax Appropriations Limit (Gann Limit) as required under California Law, Division 9 of the Government Code. The proposed Tax Appropriations Limit for Fiscal Year 2027 is $7,027,534,709.
In accordance with Proposition 111 guidelines, the Fiscal Year 2027 Tax Appropriations Limit was calculated by adjusting the prior year’s Tax Appropriations Limit using one of the adjustment factors. The recommended Fiscal Year 2027 adjustment factor was calculated using the price factor based on the percentage change in assessed valuation in new non-residential construction (11.10%) and the population factor based on the percent growth in the City’s population (0.52%), resulting in an adjustment factor of 1.1168.
The use of this adjustment factor results in a Tax Appropriations Limit for Fiscal Year 2027 of $7,027,534,709, an 11.68% increase over the Fiscal Year 2026 Tax Appropriations Limit of $6,235,868,5461.
Item 333 – Collection of Solid Waste Management Fee on County Tax Roll
This item would adopt the Solid Waste Management Fee Report for Fiscal Year 2027, which identifies the Solid Waste Management Fee to be charged to each parcel receiving City-provided solid waste management services for Fiscal Year 2027 and authorizes collection of those fees on the 2026-2027 County tax roll.
Item S505 – Fiscal Year 2027 Appropriation Ordinance
The Appropriation Ordinance (AO) sets the legal levels at which the Mayor and Chief Financial Officer (CFO) control operational and capital project expenditures. Pursuant to Section 69 of the Charter of the City of San Diego, the AO shall be adopted by the City Council no later than June 30.
Authorities are requested to allow for the financial transactions required to conduct the affairs of the City throughout Fiscal Year 2027.
