Councilmembers will consider putting the trash fees on property tax rolls. This would need six votes to pass. They’ll also hear an item to allocate the $7.46 million dollars received from the SeaWorld unpaid rent settlement.

Item 30 – Belmont Park 100th Anniversary Day

This item celebrates the park in Mission Beach which attracts over 3-million visitors every year.

Item 31 – San Diego LGBTQ+ Pride Month

This item recognizes San Diego’s 51st Annual Lesbian, Gay, Bisexual, Transgender, Queer Pride celebration.

Item 32 – Deputy City Attorney Fritz Ortliev Day

This item honors the Deputy City Attorney with over 38 years of service to the City of San Diego.

Item 33 – Assistant Chief Mike Holden Day

This proclamation honors the Assistant Chief who served in the San Diego Police Department for 32 years.

Item 34 – #LatinaGeeks Day

This item celebrates the organization whose mission is to empower and inspire Latinas by sharing technical knowledge, providing access to resources, and building a supportive community for women in technology.

Item 35 – Michael Freedman Day

This proclamation recognizes the San Ysidro community member and his dedication to social advocacy and civic engagement.

The Consent Agenda for the day contains only eight items. They include a legal settlement with the former COO Eric Dargan and an amendment to the agreement with PATH Sa Diego for the Coordinated Street Outreach Program.

Item S506 - Allocation of SeaWorld Settlement Funds to Projects Within the Mission Bay Park and Regional Park Improvement Funds

This item allocates $7,463,364 in SeaWorld settlement funds to projects within the Mission Bay Park and Regional Park Improvement Funds.

The Mission Bay Park Improvement Fund (MBPIF) and the San Diego Regional Park Improvement Fund (RPIF) are two capital improvement project funds that receive revenues from leaseholds in Mission Bay Park.

On January 29, 2025, the City entered into a settlement with SeaWorld on lease rent that was owed to the City from 2020. The City received $8.5 million, which was split between the MBIF and the RPIF based on the 65/35 percent split that is outlined in Charter Section 55.2, with MBPIF receiving $5,525,000 and RPIF $2,975,000.

This item would approve an Ordinance adopting the Police Department’s updated Military Equipment Use Procedure and renewing approval for use, pursuit of funding for, and acquisition of military equipment under Assembly Bill 481.

Item S500 – Ordinance Adopting Updated SDPD Military Equipment Use Procedure, and Renewing Approval for Use, Funding, and Acquisition of Military Equipment, Under Assembly Bill 481

On September 30, 2021, the Governor of the State of California approved Assembly Bill 481 requiring law enforcement agencies to obtain approval of the applicable governing body (Mayor and City Council), by adoption of a military equipment use policy, prior to acquiring, seeking funding for, continuing to use, or collaborating with another law enforcement agency in the use of military equipment, as defined.

Item S501 – Repeal Existing Fees for Automated Collection Containers, Including Container Delivery Charges

On July 9, 2025, City Council approved a fee for City-provided solid waste management services, which includes the cost of providing automated collection containers to customers. Since the automated collection container and delivery fees have been included in, and replaced by, the Solid Waste Management Fee, the City is requesting that the existing, separate, automated collection container fees and delivery charges authorized in Resolution R-283379 and Resolution 303202 and set forth in the Environmental Services Department’s (ESD) waste management regulations (Automated Container Fees) be repealed.

This item would, effective July 1, 2025, repeal existing, separate Automated Container Fees, and currently set forth in the City’s Waste Management Regulation titled, “Eligibility, Standards of Service, and Requirements for City Force Provided Solid Waste Management Services,” dated March 25, 2025.

 

Item S502 – Collection of Solid Waste Management Fee on County Tax Roll

On June 9, 2025, City Council approved a fee for City-provided solid waste management services. The Environmental Services Department is requesting that the Solid Waste Management Fee be collected on the County tax roll. This action requires a two-thirds majority vote.

Tax roll billing reduces administrative costs by leveraging an existing County system. Because the customer is the property owner, tax roll billing simplifies the process by removing the need to track tenant changes for rental properties.

Strong payment compliance ensures more consistent revenue and less follow-up time required, minimizing the need for new staffing
