Recognizing that traditional methods of public noticing may not effectively reach all communities, particularly historically underserved populations and individuals unfamiliar with government processes, the Office of the City Clerk launched a comprehensive public engagement initiative that included community listening sessions, educational presentations, multilingual outreach, website improvements, expanded accessibility resources, and direct engagement with community organizations.

Adopt a resolution finding that the City of San Diego has made reasonable efforts to invite and encourage participation from individuals and groups that do not traditionally participate in City Council meetings.

Item 7 - Further Committee Review of a Ballot Measure Proposal by Council President Pro Tem Kent Lee to Strengthen Fiscal Accountability and Oversight 

This item is the second consideration of a proposed ballot measure to make amendments to the City Charter (Charter) related to fiscal accountability and oversight. 

To strengthen fiscal accountability, transparency, and oversight within the City’s Strong Mayor Form of Governance (Strong Mayor), Council President Pro Tem Kent Lee proposes a ballot measure to make Charter amendments that ensures stable and effective oversight functions, preserves appropriate checks and balances, and maintains flexibility to respond to changing fiscal and operational conditions.

Request that Council District 6 work with the Office of the City Attorney, the Independent Budget Analyst, and other relevant City departments to finalize the language of the proposed ballot measure and forward the proposed measure to the City Council for consideration for placement on the November 2026 ballot.

Item 2 - Authorization to apply for and accept up to $4,000,000 in San Diego River Conservancy Proposition 4 grant funds for Beyer Park Development Phase II Project CIP S-23008

Beyer Community Park consists of two capital improvement projects known as Beyer Park Development (S-00752) and Beyer Park Development Phase II (S-23008), with both phases of work underway. At completion, both projects provide for the design and construction of approximately eight acres of developed parkland, 14 acres of habitat restoration, and 21 acres of undeveloped open space land.

Between the two phases of work, the CIP has an estimated total cost of $40.9 million. There are a variety of existing funding sources in the CIP including local DIF, Citywide Park DIF, grant funding, and other miscellaneous funds. The $4.0 million in new grant funding will fully fund Phase 2.

 

Item 3 - Retired Senior Volunteer Patrol Program

This item is a presentation on the Retired Senior Volunteer Patrol Program.

The Retired Senior Volunteer Patrol is comprised of volunteers aged 50 and older. They patrol and observe neighborhood activity, check homes of vacationing residents, visit homebound and isolated persons, conduct safety talks, and collect fingerprints of school children for the parents’ retention. These dedicated volunteers also help with Get-It done requests, which enhances the Department’s ability to better serve San Diego residents. RSVP members have vehicles and police radios to provide communication with Department personnel in the event police intervention is required. Their service is beyond valuable to the Department’s daily operations.

Item 4 - Authorization of Construction Change Order No. 1 for the Chollas Material Bins Emergency for Emergency Sole Source Contract K-25-2375-EMR-3

This request to authorize Change Order No. 1 for contract K-25-2375-EMR-3 between the City of San Diego and Orion Construction. This action will increase the not-to-exceed value of the contract by $400,000, which will increase the total amount of the contract to $1,900,000.00 to complete the emergency Chollas material Bins project.

 

Item 5 - Authorization of Construction Change Order No. 1 for the Pump Station 14 Emergency for Emergency Sole Source Contract K-25-2387-EMR-3 

This request is to authorize Change Order No. 1 for contract K-25-2387-EMR-3 between the City of San Diego and Cass Arrieta. This action will increase the not-to-exceed value of the contract by $900,000, which will increase the total amount of the contract to $3,400,000.00 to complete the emergency sewer pump station repairs.

 

Item 6 - Award First Amendment to the Agreement (H2226041) with Hazen and Sawyer for Professional Construction Management Services for the Lakeside Valve Station Replacement Project 

This requested action is to authorize an ordinance for the execution of a First Amendment to the Agreement with Hazen and Sawyer to increase the contract in an amount not to exceed $987,691 and to extend the contract time from October 16, 2026, to June 30, 2028 for professional construction management services for Lakeside Valve Station Replacement Project.
