Discussion Item

Item S400 - Proposed Fiscal Year 2027 Recreation Center Fund Budgets, Opportunity Fund Budget and 2025 Come Play Outside Report

This item requests City Council approval of the proposed Fiscal Year 2027 budgets for the Recreation Center Funds (RCFs) and the Opportunity Fund (OF), which provide financial support for recreation programs, community events, and facility maintenance throughout the City.

In addition, the department will highlight achievements from Mayor Todd Gloria’s “Summer for All of Us” initiative, 2025 Come Play Outside Program (CPO). CPO targets youth in historically underserved communities and has persevered in providing youth and adults with opportunities to engage in outdoor activities, connect with their peers, and improve their overall health in a safe environment. Since its inception, CPO has had a remarkable impact on the community, reaching over 208,303 individuals, including youth, adults, and seniors.

Item S401 - Information Guide on Group Participation Updates and Council Determination of Community Engagement Effort

The Office of the City Clerk serves as the public's gateway to City Council proceedings and official legislative records. In alignment with requirements of Senate Bill 707 that modified the Brown Act, The Office of the City Clerk, in partnership with the Office of the Council President, Office of the City Attorney, and other City Departments such as Communications and Performance and Analytics/web team (PANDA), has undertaken a series of proactive outreach and engagement efforts designed to increase awareness of City Council meetings and reduce barriers to participation.

Recognizing that traditional methods of public noticing may not effectively reach all communities, particularly historically underserved populations and individuals unfamiliar with government processes, the Office of the City Clerk launched a comprehensive public engagement initiative that included community listening sessions, educational presentations, multilingual outreach, website improvements, expanded accessibility resources, and direct engagement with community organizations.

This item would adopt a resolution finding that the City of San Diego has made reasonable efforts to invite and encourage participation from individuals and groups that do not traditionally participate in City Council meetings.

Item HA 1 - Establish an Affordable Housing Preservation Fund and Amend the San Diego Housing Commission Fiscal Year 2026 Budget to Accept City of San Diego Neighborhood Enhancement Fee Funds for Affordable Housing Preservation

This item would authorize the San Diego Housing Commission (SDHC) to establish an affordable housing preservation fund and amend SDHC’s Fiscal Year 2026 budget to accept $5,913,554 in City of San Diego Neighborhood Enhancement Fee funds that would be transferred from the City of San Diego to SDHC to be deposited into SDHC’s Affordable Housing Preservation Fund.

This budget amendment is the foundational step in establishing the preservation fund. The amendment does not commit funds to any specific strategy, program, or acquisition. All individual property acquisitions, bond authorizations, and preservation fund program approvals will be brought back to the SDHC Board of Commissioners, the Housing Authority, and/or the City Council for separate approval before any funds are expended on a specific project.

The Housing Authority/City Council will set the final policy strategies for the preservation fund at a later date. As the fund grows, and additional types of investment are sought, those proposals and any changes to preservation fund activities will be brought to the Housing Authority/City Council for approval.

Item HA 2 - San Diego Housing Commission Semiannual Grant Report July 1, 2025 through December 31, 2025

The San Diego Housing Commission’s (SDHC) grants team works collaboratively with departments to identify, evaluate, and apply for grant opportunities.

This report has been prepared in response to the Housing Authority of the City of San Diego (Housing Authority) Resolution Number HA-1569, which provides SDHC authority for a number of grant-related activities and requires semiannual reporting of all grant activity.

It includes information about SDHC activity related to competitive grants, non-competitive grants and allocations, and grant funds passed through to SDHC during the first half of Fiscal Year 2026 (July 1, 2025 – December 31, 2025).
