Item 330 – Residential Rental Price Gouging Fee Exploitation and Cost Transparency Ordinance
This item proposes an ordinance to address fees associated with the application and tenancy of residential rental units. The proposed ordinance will cap fees that are in addition to rent and will require landlords to provide full cost transparency for their residential rental units.
With housing being both a necessity and in short supply, landlords hold significant power over applicants and tenants to charge, in addition to rent, a variety of fees. These fees shift the burden of the cost of doing business to applicants and tenants, they should not be another avenue for landlords to extract excessive profits from renters. This inevitably creates barriers to housing for those who may not be able to afford these fees.

Item 331 – Appeal of the Project Approval for 2906 University Avenue, Project No. PRJ-1105210
This item proposes an appeal of the Planning Commission’s March 19, 2026, decision to approve Site Development Permit No. PMT-3259834 for demolition of buildings at 3911 Kansas Street, 2900 – 2912 University Avenue, and 2920 University Avenue, also known as Assessor’s Parcel numbers 446-412-10, and 446-413-11.
The buildings to be demolished consist of two adjacent buildings connected by a demising wall. The building to the east of the demising wall is 2920 University Avenue. The building to the west of the demising wall incorporates 3911 Kansas Street, 2900 – 2912 University Avenue and is a designated historical resource (Historical Resources Board (HRB) No. 1482).
A Site Development Permit is required for the substantial alteration to the designated historical resource that includes the construction of a new seven-story, mixed-use structure utilizing the Complete Communities Housing Solutions Regulations.
Item S505 – Ordinance Amending the Enforcement Authority Under the City of San Diego’s Living Wage, Prevailing Wage, and Minimum Wage Ordinances
The proposed ordinance amends the San Diego Municipal Code to include the Office of the City Attorney as an additional enforcement authority for the City of San Diego Compliance with State Prevailing Wage Ordinance, Living Wage Ordinance, Traffic Control Worker Minimum Wage Ordinance, Earned Sick Leave and Minimum Wage Ordinance, and Hospitality Minimum Wage Ordinance and to provide the Office of the City Attorney with the authority to oversee the City’s Office of Labor Standards and Enforcement and its wage enforcement programs.
